are for convenience only. POSITION SUMMARY

Responsible for day-to-day support for classified programs. Duties include oversight of the national industrial security program (NISPOM), closed areas, visitor reception, classification management, contract security specification administration, TEMPEST operations, COMSEC operations, security education and awareness, investigations, asset protection, access control, UL alarm systems, CCTV systems, and supervision of a contract security guard force. Perform the duties of the Insider Threat Program Senior Official (ITPSO).

ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE THE FOLLOWING: Because Eastern Shipbuilding is continually growing to meet the needs of our customers, the essential duties and responsibilities may be different than described.

  • Regular attendance at work and the ability to work flexible hours, including overtime, weekends, and holidays.
  • Ensure compliance with company and government security regulations and existing Standard Practices and Procedures (SPP) and Operations Security (OPSEC) plans.
  • Formulate security policy and procedures.
  • Provide program, foreign travel, and Counter Intelligence briefings.
  • Address and solve security problems with all levels of employees and customer representatives.
  • Prepare budget input and manage procurement of services and equipment.
  • Maintain a liaison with local law enforcement and counter-intelligence officials.
  • Build relationships with program managers to ensure production needs are met.
  • Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES:   Directly supervise employees assigned to the Security Dept.; may indirectly supervise other employees as required. Responsibilities may include interviewing, hiring, and training employees; planning, assigning, and directing work. Travel is primarily local during the business day, although some out-of-area and overnight travel may be required.

Job Requirements REQUIREMENTS

Education/Experience:  Five or more years as a Facility Security Officer or relevant experience desired. An equivalent combination of education and experience may be considered. Requires working knowledge of security requirements to include Personnel Security, COMSEC, TEMPEST and Physical Security Knowledge of EAR, ITAR, and US Customs Regulations (FTR). Completion of the CDSE FSO Program Management for Possessing Facilities Curriculum required; ISP Certification and NCMS membership desired. Must be well versed in the NISPOM. Familiarity with JPAS, ISFD, and CDSE beneficial.

Skills: Intermediate level to Advanced Microsoft Office Suite including Word, Excel and PowerPoint. Ability to read, analyze, and interpret, professional journals, technical procedures, or governmental regulations. Ability to organize and manage to completion multiple high-priority projects. Ability to make decisions using sound judgment while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations.  Ability to build and sustain teams and the implement and prioritize/set realistic goals that meet business objectives. Ability to communicate directly and effectively and respond to questions from senior management, employees, government officials, and the public. Capable of critical project management, organizational and internal/external customer service and support. Ability to respond to time critical requirements.

Behavioral Attributes: Requires the ability to obtain and maintain a SECRET security clearance. Integrity, flexibility/adaptability, initiative, interpersonal skills, attention to detail and multi-tasking. Maintain the confidential integrity of details pertaining to Eastern Shipbuilding Group.

The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
