The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.


The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of Defense (DoD). These clients include the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), DARPA, the Joint Staff, and USINDOPACOM. SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure . military forces retain military superiority in the future.

We have a near-term need for Financial Analysts to provide onsite support at the Pentagon in Arlington, VA.

Responsibilities

The candidate will support the Deputy Secretary of Defense for Platform and Weapons Portfolio Management (DASD(PWPM)) and the Deputy Assistant Secretary of Defense for Strategic, Space, and Intelligence Portfolio Management (DASD(SSIPM)). Will provide subject matter expertise on all aspects of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process, including programming and budget formulation, preparation and execution of funding documents, sending and tracking funding documents, conducting budget execution reviews, conducting spend plan analysis, and providing guidance on DASD-related financial matters. The candidate will also track and report on monthly commitments, obligations, and expenditures, and provide support to the POM, BES, and PB builds. Will provide subject matter expertise on how to best meet DASD requirements, track and prepare updates to the Contract Workforce Review Board, and provide advice on any required changes.

Qualifications

Active TS clearance with SCI eligibility MA/MS degree 10+ years of experience and understanding of the PPBE process 5+ years experience with providing funding status updates and strategic guidance Understanding of DoD financial management systems and processes Experience with DTIC R2 exhibits Experience with the Contactor Workforce Review Board Experience developing spend plans Experience supporting major DoD staffs (OSD and/or Joint Staff experience preferred) SPA is committed to the principles and practices of equal employment opportunity (EEO) and Affirmative Action.
