Position Summary:   

The Director of Planning and Real Estate directs and oversees the District’s real estate activities, including land/building acquisitions, leasing, site location, and land/building sales. Provides leadership in evaluating/understanding the district’s short-term and long-term needs/priorities. Creates functional strategies and specific objectives for the department and develops policies and procedures to support the functional infrastructure.

Essential Functions:   

Provide analysis, support, and coordination for the district’s real estate needs, including the development and administration of the Building School Collaborative for surplus school sites  Serve as the Districts primary point of contact for school building repurposing inquiries, interests, and concerns  Develop and present reports to the real estate committee on the performance of the real estate initiatives, highlighting key insights, recommendations, or optimization  Own and lead a quarterly Real Estate Review for the executive team. Monitors and evaluates, in conjunction with the Chief Operating Officer, the planning, and completion of capital improvement plans Establish and maintain relationships with real estate brokers, use agreements partners, and other key stakeholders while prioritizing the growth of the District Conduct in-depth market analysis to identify commercial value, competitive real estate plans, and local investor behaviors that impact real estate decisions  Oversee end-to-end real estate transactions to ensure seamless and efficient deal closures  Develops community engagement strategies to support real estate, planning and other functions of the research and accountability office  Ability to work outside of normal business hours to attend various meetings, workshops, community/townhall events and all other activities as requested by the Chief Operations Officer and or desginee  Represents the district and develops relationships/partnerships (community, business, civic, philanthropic) to promote and implement district priorities and initiatives  Creates reports and presentations to present to Cabinet members, school board, community members  Manage and provide oversight of the District’s school partnership exploration process  Demonstrate the ability to identify and recommend strategic redevelopment activities in St. Louis City through the various focus areas  Provide general planning and administrative support, including handling public inquiries and clerical tasks Oversee and organize Central Office space planning and departmental space utilization  Facilitate the dissemination and understanding of Board and operating policies and procedures necessary to ensure appropriate organizations' decision-making protocols are followed  Attend monthly real estate committee meetings and any related ad-hoc meetings as designated by the Chief Operating Officer  Recommends, advocates, and/or implements new and/or changes to existing policies, procedures, laws, and regulations  Serves as the District’s representative to municipalities, city, and other governmental agencies for the coordination of real estate matters  Work in partnership with the Facilities and Safety and Security teams on building access and on the security and condition of all sites, both active and inactive 

 Knowledge, Skills, and Abilities :

Experience engaging with a diverse constituency including communities of color and limited English proficiency communities  Fluency in computer software, i.e., Microsoft Office Suite (Microsoft Outlook, Access, One Note, Publisher, Microsoft Word, PowerPoint, Excel), MS Teams, and Zoom Familiarity with various computer and software products or strong willingness to learn, i.e., Kronos, Business Plus, etc. Ability to demonstrate administrative leadership at an executive level, including decision-making and delegation of authority  Ability to regularly attend evening and weekend meetings with stakeholder committees, advisory boards, etc. Strategic planning skills and effective management and multi-tasking skills Excellent and effective communication and interpersonal skills, both verbal and in writing Superb ability to express information to individuals or groups effectively with strong presentation skills and public speaking Effective problem-solving and strong analytical skills. Ability to develop innovative solutions and recommendations Excellent organizational skills and ability to develop and manage projects to successful completion in a large organization Ability to exercise sound judgment and make decisions in high-pressure and/or emergency situations Able to respond effectively to changing demands and has strong organization and time management skills Apply principles of logical thinking to define the problem, collect data, establish facts, and draw valid conclusions Knowledge of federal laws, state statutes, Board of Education rules, District policies, and local municipal and county planning policies and codes Knowledge of procurement regulations and contract administration Knowledge of the goals, objectives, structure, and operations of a public school system Public notary certification is a plus 

Experience: 

Minimum of 5 years of experience in real estate settings (commercial real estate is a plus) Minimum of 5 years’ experience in a public sector organization, preferably a school district

Education:   

Bachelor’s degree (preferred)  Real Estate License (preferred) 

Physical Requirements :

Must be physically able to operate a motor vehicle Must be able to exert up to 10 pounds of force occasionally and/or a negligible amount of force constantly to lift, carry, push, and pull or otherwise move objects, including the human body Light work usually requires walking or standing to a significant degree  Must be able to visit and conduct walk-throughs of all school district buildings, including closed buildings Must possess a valid driver's license
