Job Summary

The City of Bellevue is seeking an IT Cybersecurity Operations Lead responsible for monitoring, vulnerability management, identity management, cybersecurity architecture, threat management, and incident response, and forensics functions. This position manages a team and vendors responsible for key aspects of security operations and works closely with the IT Security Compliance Lead and other IT managers to achieve a robust protection, detection, and response posture.

The IT Department consists of 65 talented employees serving over 1,700 staff in 13 departments across 35 different locations. Essential Duties and Responsibilities

Security leaders at the City of Bellevue have a demonstrated ability to make a significant security impact through strong communications, prioritization, and partnership with staff and regional partners. We nurture a strong security culture and focus on scaling our security program as the City evolves.

Incident Response: Manage team of security analysts and security vendors to ensure appropriate response to security threats, alerts, and security events. Manage cyber incident response processes, including testing and maintaining incident response plans and standard operating procedures (SOP) to address existing and emerging threats and support tabletop exercises. Coordinate escalations to internal support teams, ensuring timely delivery of incident resolutions. Provide guidance and participate in implementation of prescribed corrective actions and/or countermeasure deployments.  Monitoring: Continuously evaluate changing security threats and risks for different environment types and exposures and identify corrective actions for remediation and/or mitigation. Perform continuous monitoring and surveillance activities to verify compliance with PCI, HIPAA, and CJIS. Perform intrusion detection analysis and trending across networks, systems, applications, and services. Analysis: Develop and report on metrics to assess the City’s security posture and consolidate measures across security portfolio. Assess the City’s cyber defense infrastructure, programs, policies, and practices spanning the City’s digital domain. Design and Architecture: Assess security requirements during change management processes for implementation of new and upgrades of existing applications, networks, systems, and services. Interpret cyber security requirements relative to differing environments and provide guidance to ensure securing the environment. Ensure IT security portfolio provides optimal situational awareness. Program Lead: Supervise IT security operations staff and ensure collaboration with other IT teams and customers to advance IT security goals and strategies. Ensure all Service Level Agreements (SLAs) are met within defined parameters. Author and influence security guidance, SOPs and education for City staff as needed. Communicate risk and risk mitigation plans to IT leadership team. 

Qualifications

Knowledge, Skills, Abilities, and Competencies

Experience in assessing and managing operational network and systems risks from a cyber security perspective. Advanced knowledge of security practices for protection and monitoring operational and industrial control system networks using specifically the National Institute of Standards and Technology (NIST) Risk Management Framework. Proven ability to collaborate on multi-disciplinary teams and instill trust with team members. Communicate effectively verbally and in writing and ability to gauge audience needs whether with peers, customers, or management. Cultivate innovation by continually looking for better ways to improve services and drive process improvement within work group. Willing to continually learn, update technical skills and seek opportunities to grow experience and knowledge.  Demonstrates the following Core Competencies - action oriented, decision quality, managing conflict, comfort with ambiguity, customer focus, valuing differences, and time management. Education, Experience, and Other Requirements 7+ years of hands-on experience in information security technologies such as continuous security monitoring, anti-malware controls, intrusion detection/prevention, access control and cybersecurity incident response-focused systems. 5+ years managing and developing high performing staff. 3+ years of progressive experience within a Security Operations Center or similar operating environment. A bachelor's degree in computer science or closely related field from an accredited college or university, or equivalent professional work experience. In-depth knowledge of the security and privacy provisions of a variety of regulations and standards such as PCI, HIPAA, ISO 27000 series, NIST sp800 series, etc. One or more security focused certifications: Certified Information Systems Security Professionals® (CISSP®); Certified Information Systems Auditor® (CISA®); Certified Information Security Manager® (CISM®), etc. Requires ability to pass security clearances and background investigations, including financial and criminal background checks. Requires Criminal Justice Information Services (CJIS) Security Clearance.

CONDITIONS OF EMPLOYMENT
