The Buyer procures or subcontracts specialized goods and services ranging from commercial or commercial-off-the-shelf (COTS) hardware to material built to print / drawing / specification, to complex assemblies defined by programs, product lines or indirect support of the company. Some of the essential functions shared by all Buyers include:


Primary Responsibilities:

  • Manage from end to end full lifecycle of Purchase Orders assigned to include:
    • Creation of Purchase Orders
    • Manage dates based on input from requestor/program SDM's or Project managers
    • Receive inventory and ensure payment to suppliers in efficient and timely manner
  • Source and procure goods and services from multiple suppliers.
  • Generate and evaluate requests for quotations, valuate proposed pricing with a goal of improving the total cost position.
  • Coordinate with Quality to evaluate and monitor suppliers.
  • Collaborate with internal stakeholders to review specifications and evaluate both good and services.
  • Identify and execute opportunities to reduce costs and improve efficiencies.
  • Employ sound business practices while assessing supplier performance.
  • Ensure appropriate documentation is provided for proper receipt of goods.
  • Adhere to all FAR regulations for government procurements.
  • Communicate/interact with Engineering, Configuration Management, Industrial Operations and Supply Chain as necessary.
  • Identify and manage replenishment strategies to optimize inventory turns.

Additional Responsibilities:

  • Engage in special projects as required.
  • Support supply chain compliance and process improvement initiatives.
  • Other duties as assigned.

Qualified Experience / Skills / Training:

Education:

  • A Bachelor's Degree combined with 3-5 years of supply chain management experience, preferably with this experience predominantly in a buyer role operating under FAR/DFARS compliance requirements.
  • Alternately, a Master's Degree combined with at least 2 years of supply chain management experience, preferably with this experience predominantly in a buyer role operating under FAR/DFARS compliance requirements.

Experience:

  • Without a Bachelor's Degree or Master's Degree, at least 6 years of supply chain management experience is required, preferably with this experience predominantly in a buyer role operating under FAR/DFARS compliance requirements
  • Demonstrated experience and proficiency with placing FAR/DFARS compliant orders over the Simplified Acquisition Threshold
  • Experience with complex negotiation.
  • Demonstrated experience negotiating corporate terms and conditions.
  • Experience training others and mentoring others and a desire to do so.

Required Knowledge, Skills, Demonstrated Capabilities:

  • Experience with either Deltek Costpoint or SAP is required. Experience with both Costpoint and SAP is a major advantage.
  • Experience evaluating proposals and placing FAR/DFARS orders compliant to Truthful Cost and Pricing Data and Cost Accounting Standards (CAS).
  • Experience with flexibly priced subcontracts. The ability to understand and evaluate the trade-offs between Firm Fixed Price (FFP), Time & Materials (T&M), Cost Plus Fixed Fee (CPFF), etc and to compliantly execute each subcontract type.
  • Experience with undefinitized contracting vehicles, such as Letter Subcontracts or Authorizations-to-Proceed.
  • Strong inter-personal communication skills.
  • Attention to detail and top-notch organizational skills.
  • Demonstrated strong business acumen.
  • Strong presentation skills; experience conducting oral presentations senior leadership.
  • Demonstrated experience with contract change management, especially in a developmental subcontracting environment.

Desired Skills and Proficiency:

  • Risk mitigation experience and experience successfully implementing root cause corrective action (RCCA).
  • Knowledge of Earned Value Management System (EVMS).
  • Proficient to Expert-Level Excel User (pivot tables, VLOOKUP)
  • Experience obtaining and evaluating Small Business Subcontracting Plans.

Travel Required:

  • Up to 5% travel required

Eligibility:

  • US Citizenship or Permanent Resident

Clearance:

  • Must be eligible to obtain a US security clearance in the future.

Decision Making, Complexity:

  • Must be able to prioritize multiple projects, deadlines, and be adaptable to changing priorities.

Nature of Contacts:

  • Involved communication on a daily basis with internal and external parties
