Introduction

The Administrative Services section provides the Division's internal support services, including business operations, personnel management, marketing, social media, and communication services, design and print production, and web services.

Summary Statement

Position administers all programs for the Office of Business Services including the sale of permits and passes, ticket sales, merchandise, interpretive programs and other fees collected for services and programs offered at 17 state parks and retail sales agents. Manages the central reservation system for five campgrounds and retail sales locations. Administers all state park entrance fees, permits and fee collection programs. Develops and administers complex contracts, concession operations, agreements, leases and partnerships that result in mutually beneficial public – private partnerships. Develops and administers the $2.8M operating budget for the Administrative Services section. Business development for corporate sponsorships.

Essential Functions

Plans, evaluates, directs, and implements multiple and diverse statewide programs. Ensures programs and activities meet goals and objectives and are in compliance with applicable laws, rules, regulations, policies and procedures.
Plans, assigns, reviews and evaluates the work of subordinate staff.
Represents Cabinet Secretary, Division Director, and supervisor at meetings, conferences, on committees and in negotiations. Chairs and staffs Division and Governor-appointed councils and interagency working groups to achieve mutual goals and objectives.
Reviews, evaluates and analyzes proposed and existing laws, rules, and regulations, recommends and implements changes. Drafts and recommends laws, rules, and regulations.
Develops, recommends, and implements policies, procedures, short and long term strategies, goals, and objectives.
Prepares grant applications, develops, justifies, monitors and controls budgets and contracts.
Works with a variety of people and agencies such as other personnel within the Division and Department, federal, state, county and local agencies, environmental and conservation organizations, legislators, landowners, attorneys, appraisers, surveyors, environmental consultants, recreational use groups, interest groups, contractors, and the public.

Job Requirements

JOB REQUIREMENTS for Parks Program Manager Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

Six months experience in natural resources, park or recreation program administration such as overseeing and directing the development, implementation and evaluation of natural resources, park or recreation programs and services; establishes program objectives; plans short and long range program goals; develops and implements program policies and procedures and ensures compliance and funding requirements. Provides advice to other agency organizational units through consultation. Six months experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others. Knowledge of developing policies or procedures.

This position will have Statewide responsibilities which requires travel throughout the State. The State of Delaware provides transportation services to State agencies.
