Position is responsible for permitting and civil design work relative to roads, such as usage, repair, and maintenance for ensured access to all assets which include, but are not limited to, unconventional well pads, natural gas pipelines, waterlines, well plugging, powerlines, tank pads, staging areas, etc. within Operational areas. This position is responsible for in-field visits/walks, road design, permitting, mapping, project management, and administrative functions associated with a project. Will be required to work closely with internal departments (operations, land, asset team, treasury, etc.) and interact with various regulatory agencies, as required, to successfully manage a project from inception to closure. Internal and external coordination of road engineering and environmental/permitting planning is required. The location of the position will be at the Canonsburg, PA office.

Target Position Responsibilities

Work closely with internal groups from project inception through project closure by guiding heavy haul route selection, review project scope and provide guidance on permitting nexuses and determinations (including but not limited to State and Municipal Road Bonds, WVDOH MM permits, PennDOT HOP Permits, WVDOH CR/SR Weight Increase Request, etc.), and manage & guide consultants through the design phase. Coordinate associated design work via internal review and approvals.

The position requires analysis of engineering and timing solutions to create Net Asset Value. Frequent travel during work hours will be required. A company vehicle is provided for this position. Effectively maintain file archives, checklists, spreadsheets, and project approvals. The position is responsible for assessing the feasibility of constructing a specific project from an ease of access perspective. Required to take into consideration topographic features, ease of access for various spec’d equipment and loads, holistic feasibility of a project, environmental concerns, community impacts, and potential landowner restrictions. Coordinate and monitor budgeting for consultant work. Ensure that all projects and processes are in compliance with all local, state, and federal laws and regulations, as well as all policies. This includes safety training of consultants under the permitting group’s oversight. Monitor and report on all phases of haul routes in relation to active operations schedules (preliminary planning, new site construction, drilling, completions, plugging etc.) The position could require light land work in the form of landowner or local official(s) coordination before and during field visits. Agency interaction and local and state government officials will be required. Occasional evening meetings will be required to meet with local government officials. Maintain high level of work quality while adhering to tight timelines and dynamic operations schedules. Responsible for making sure submissions and work products are standardized with other applications. Ensure the quality and completeness of all regulatory submissions. Interpret project requirements/permit conditions and communicate to various internal departments. Responsible to maintain visual representation (via ArcGIS/AutoCAD) of routes, road upgrades, permits and all associated attributes. Generate driving directions maps to distribute to internal departments and consultants. Conduct annual refresh of haul routes and associated church or school blackout periods Support operations with ordering and installing project signage. Maintain involvement in all open projects and ensure final closure of bonds and permits. Responsible to manage projects and submit permits/agreements to local and state agencies regarding proposed local and state road improvements for approval. Responsible to manage and submit WVDOH/DOT weight increase requests to the appropriate agencies for approval. Responsible to review and coordinate execution of local and state road maintenance agreements for proposed improvements.

Minimum Requirements

A Bachelor’s Degree is required. EIT and/or PE is preferred. 2-5 years of road permitting or engineering related experience is required. Cartography skills preferred. Proficient with Microsoft Word, Excel and PowerPoint. Skilled or capable with ArcGIS, GPS, Auto CAD Civil 3D or other drafting / mapping software is preferred. Ability to manage multiple activities/tasks in a high pace environment. Candidates must be highly self-motivated, possess a strong work ethic, be able to interact with internal/external resources, have excellent organizational skills and must promote a positive company image to all outside agencies. Given the amount of travel, a clean driving record is a requirement.
