The New York City Department of Citywide Administrative Services (DCAS) seeks to hire a Staff Analyst to work within Human Capital’s Unemployment Insurance (UI) Unit to serve as a UI Compliance Officer/Hearing Representative. The Unemployment Insurance (UI) Unit is responsible for minimizing costs by monitoring claims for unemployment benefits from former City employees and representing the City at administrative hearings.
The selected candidate’s responsibilities will include, but not be limited, to the following:
-Represent the City of New York in confidential hearings on unemployment insurance cases and obtain employment separation and wage information from City agencies.
-Analyze employment data with reference to the New York State Unemployment Insurance Law and make assessments as to eligibility for unemployment insurance.
-Communicate with the New York State Department of Labor for determinations in cases of possible disqualification for unemployment insurance benefits and provide appropriate follow up.
-Review all pertinent case records, and secure witnesses necessary to present the City’s position at hearings in unemployment insurance matters before New York State Administrative Law
Judges.
-Record pertinent information into unemployment insurance case tracking system, update claimant case histories as needed, and perform other tasks associated with the UI process.
Only permanent employees in the title and those that are reachable on the civil service list are eligible to apply
Minimum Qualifications
1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
Preferred Skills
-Qualified candidate should possess analytical aptitude to review and monitor unemployment insurance claims for eligibility for benefits, as well as have a facility for problem solving.-A strong communicator, a dedicated and capable professional who performs well under pressure to successfully represent the City at unemployment insurance hearings, with good writing skills, organizational competency, ease with computers, and ability to quickly develop a working knowledge of the Bureau’s operations is desired for the position.-Handling multiple concurrent activities is critical.-Must work well with a team and independently, meet deadlines, analyze problems, and develop effective solutions.
