Full Time - FT 462 Grider Street Management Varied Shift The work involves providing administrative direction for the Department of Rehabilitation Medicine at the Erie County Medical Center Corporation or the Long-Term Care Facility. The incumbent directs, plans, implements, and integrates Department services while providing clinical management services for rehabilitation medicine, physical, occupational and speech therapies, psychosocial, secretarial and billing services. Work is performed under the general supervision of a higher level administrative employee. Supervision is exercised over professional and clerical staff. Does related work as required. TYPICAL WORK ACTIVITIES: Develops measurable and realistic goals and objectives on an annual basis, provides long range planning and develops new programs; Monitors and maintains management information systems that reflect productivity, quality outcome, and human resources; Assists in formulating policies and procedures; Evaluates effectiveness of operational procedures and recommends and implements changes in policies and procedures; Develops, implements and enforces policies and procedures for programs to assure compliance with regulatory/accreditation criteria; Assures the completion and successful implementation of assigned projects; Plans and projects future needs of the department including but not limited to developing a strategic plan and marketing programs through assessment of community needs for new services; Justifies and makes recommendations for hiring appropriate new/replacement ancillary, professional and support personnel and coordinates the process in conjunction with the Human Resources Department; Participates in the hiring process, including recruitment and orientation; orients staff; Provides supervision and discipline of program staff and secretarial personnel; Assists in the planning and implementation of the annual operating, staffing and capital budgets; maintains budgetary monitors on a scheduled basis; Assists Fiscal Services in an effort to assure cost effective reimbursement for rehabilitation services; Justifies and prioritizes necessary capital equipment and supply purchases: Assists with the development and implementation of space needs; Monitors registration and billing procedures to assure appropriate reimbursement; Coordinates admissions under departmental and insurance guidelines and criteria; Assists rehabilitation physicians with planning and coordinating patient care, departmental projects and daily office needs; Assists other departments with program development that interfaces with the Rehabilitation Department; Provides guidance and assistance to staff in the design and implementation of rehabilitation and continuing care programs; Coordinates services with those provided by other hospital departments, community agencies or other hospitals; Assists in planning, implementation and evaluation of educational programs for patients, family and community; Initiates and participates in research designed to evaluate the quality and appropriateness of patient care; Serves on various committees; attends meetings and community and professional functions; FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of terminology, practices and equipment used in the treatment of patients/residents with physical disabilities; thorough knowledge of Medicare/Medicaid regulations as they relate to rehabilitation medicine; good knowledge of organization and staffing procedures and hospital organization; ability to plan and organize the work of others; ability to train staff personnel; ability to supervise and coordinate the activities of a professional rehabilitative staff; ability to communicate and deal effectively with the public; ability to prepare comprehensive reports and to present facts clearly and concisely, both orally and in writing; ability to deal effectively with administrative and medical personnel in promoting and coordinating rehabilitative services; sound professional judgment; tact; leadership; initiative; resourcefulness; capable of performing the essential functions of the position with or without reasonable accommodation. MINIMUM QUALIFICATIONS: Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree in Physical or Occupational Therapy and either: 1) Five (5) years of experience providing rehabilitation services to patients, including a strong clinical and working knowledge of medical, hospital or skilled nursing rehabilitative therapy, office management, transcription and support services necessary in rehabilitation programs, one (1) year of which included administrative or supervisory experience; or: 2) Possession of a Master's Degree in Occupational Therapy and four (4) years of experience providing rehabilitation services to patients, including a strong clinical and working knowledge of medical, hospital or skilled nursing rehabilitation therapy, office management, transcription and support services necessary in rehabilitation programs, one (1) year of which included administrative or supervisory experience; or: 3) Possession of a Doctoral Degree in Physical Therapy and three (3) years of experience providing rehabilitation services to patients, including a strong clinical and working knowledge of medical, hospital or skilled nursing rehabilitation therapy, office management, transcription and support services necessary in rehabilitation programs, one (1) year of which included administrative or supervisory experience; or: NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the full time experience requirements.
