General Definition of Work
Performs difficult professional work providing legal advice and representation to the Association, its divisions and subsidiary boards, assisting counties by providing direct support to county attorneys, and related work as apparent or assigned. Work is performed under the general direction of the General Counsel.

Essential Functions
Provides legal and non-legal technical assistance to County Attorneys. This includes, but is not limited to, assistance with access to and answering inquiries posted on the county attorney listserv, maintaining and updating listserv protocols, and one-on-one help with county attorney questions.
Prepares, updates, and reviews reference guides on legal issues, model ordinances, resolutions, and other forms for County officials.
Reviews and analyzes legislation in General Assembly impacting or potentially impacting Georgia counties and/or the Association and its programs and subsidiary boards.
Summarizes legislation impacting counties and/or the Association for governmental affairs staff and other relevant Association staff.
Assists governmental affairs staff in preparing policy briefs supporting or opposing legislation.
Reviews and drafts proposed bills, resolutions, amendments, and substitutes.
Attends legislative and policy meetings and/or hearings as required; represents the Association and provides testimony.
Prepares, reviews, or edits amicus curiae briefs on issues involving County government; maintains and updates amicus curiae brief filing requirements for the Georgia Court of Appeals and Supreme Court; and maintains and updates Association policies and forms for such briefs.
Provides legal advice and representation to all divisions, programs, and subsidiary boards of the Association County Commissioners of Georgia as assigned by General Counsel.
Provides direct support for and assistance to County Consulting Services staff.
Reviews contracts for Association divisions as assigned by General Counsel.
Provides specialized expertise in particular legal practice areas such as employment or tax law as assigned by General Counsel.
Arranges, staffs, moderates, and/or speaks at issue seminars for the Association.
Organizes and provides continuing legal education for County and City Attorneys; organizes and provides education for various County officials and/or contractors.
Writes articles for the Georgia County Government Magazine as assigned by General Counsel.
Assists in the development of Legal Services Division webpage, communications, etc.
Operates a variety of standard office equipment.
Supports the overall organization by executing the directives as set forth by the Association.
May require overnight travel.
Knowledge, Skills and Abilities
Thorough knowledge of government law, including such subject matter as torts, contracts, civil rights, administrative processes, employment or tax law, and real property;
comprehensive knowledge of State and Federal laws and court decisions affecting local government and authorities; comprehensive knowledge of the operations and procedures of the General Assembly;
thorough knowledge of the Association's programs, procedures, goals, and objectives; thorough knowledge of the Handbook for Georgia County Commissioners and the relevant fundamentals of county government in Georgia;
general knowledge of the Official Code of Georgia, state and federal rules and regulations; general knowledge of local law research via OCGA local laws index and the online Galileo system;
comprehensive knowledge of legal office procedures and practices;
skill in the use of standard office software applications, specifically Microsoft Office products, including Outlook, Word, and Excel;
ability to plan, organize, and direct effective legislative advocacy and intergovernmental programs;
ability to effectively present complex ideas both orally and in writing and to develop consensus and support;
ability to plan, organize, and direct the work of subordinate employees;
ability to establish and maintain effective working relationships with associates, elected and appointed officials, local government staff, consultants, media representatives, and the general public as assigned.
Education and Experience
Juris Doctorate and considerable experience in local or state government, employment and/or transactional law, or equivalent combination of education and experience.
Special Requirements
Possession of appropriate licensure from the State Bar of Georgia.
Possession of or ability to acquire admission to practice in the State and Federal appellate courts within six months of employment.
Possession of or ability to obtain certification as a Lobbyist in the State of Georgia.
Valid driver's license in the State of Georgia.
