Specific Duties
• As a member of the BEST PMO, the Enterprise Cloud/Data Architect provides technical leadership and guidance
to technical and data engineers, business and data analysts, and other program professionals within the BEST
program and our Commonwealth partners. This includes mentoring team members, providing guidance on best
practices for solution architecture and data management, and ensuring that the Commonwealth's solution and data
architecture are scalable, maintainable, and reliable.
• Work closely with C-suite level and senior leadership to identify areas where the selected solutions can drive
business value and make recommendations for new initiatives.
• Provide technical leadership and guidance to teams responsible for designing, developing, and deploying newly
delivered solutions.
• Design and implement secure, scalable, and high-performance cloud architectures that meet the Commonwealth's
performance, security, and compliance requirements.
• Working with business owners, define and document processes and data flows. Assess the state of data quality
within the existing Financials enterprise application (MMARS).
• Identify the business and data assets that are deemed significant to the enterprise, as determined by the business
impact, risk mitigation or organizational impact of the information.
• Review proposed business processes and the data contained in the new Financials system and identify
governance, issues, risks, and mitigation steps as needed to ensure that solution and data management best
practices and guidelines are followed.
• Assist in identifying and implementing data management policies and best practices with input from the Data
Governance Board.
• Develop protocols and guidelines for solution architecture and data management; establish goals for technical
architecture, process, and data quality improvements; and identify best approaches for resolving data quality
issues.
• Formulating business rules governing use of the technical architecture and data including security and data life
cycle management.
• Work with the SI and product vendors, BEST team, and business owners to identify data elements shared across
enterprise applications and the new solution and assure that configuration and customization decisions are made
with knowledge of how new business processes and data elements interact within the solution and will be
managed.
• Coordinate SI and product vendors' creation of conceptual, logical, and physical architectural and data models
and ensure that critical information assets are represented in the enterprise information architecture (EIA). This
includes defining the data models, data integration patterns, and data governance policies that will enable the
organization to effectively manage and utilize its data assets.
• Through participation as a co-lead of data conversion/migration, data integration, and security Program team
meetings, review materials developed by these teams and ensure a best practices approach to data modeling,
management, and maximization of access to data.
• Develop a BEST Program End User Data Access Plan and direct the implementation of the approved plan by the
SI vendor who will configure delivered dashboards and queries, develop new data access options for end users of
the new solution, and assist in developing training materials to assist users in accessing data in the new solution.
• Develop the strategy through which end users will be able to access large amounts of data in the new solution and
extract that data either from the new solution, the CIW, or other available options.
• Review proposed data models contained in the new solution and identify issues, risks and mitigation steps as
needed to ensure that data modeling best practices and guidelines are followed.
• For any new development work undertaken by the product vendor or business owner, ensure that the data objects
and data models support data services in a service-oriented architecture.
Required Skills
• Experience working in a leadership role working with and reporting to C-suite level and Commonwealth senior
leadership.
• Experience working with multiple, diverse technical configurations, technologies, and processing environments in
one or more projects of similar size and complexity to BEST.
• Experience leading internal technical teams and overseeing vendor technical teams, particularly in application
architecting and data access and modeling.
• Excellent communication and presentation skills, with the ability to communicate technical concepts to both
technical and non-technical audiences.
• Strong problem-solving and critical-thinking skills, with the ability to identify and address complex technical
challenges.
• Proven track record of delivering cloud-based solutions that meet or exceed business requirements.
• Familiarity with solution architecture at the application, infrastructure, data, and security level.
• In-depth exposure to cloud solution architecture and data quality concepts, best practices, and tools.
• Ability to define the value of the technical architecture and data asset to the enterprise.
• Strong experience with conceptual, logical, and physical modeling and analytics.
• Experience in business process improvement and quality assurance.
• Knowledge and understanding through use of different modeling languages (such as UML and ArchiMate).
• Versed in different development methods (e.g., Kanban, Agile, Scrum, etc.)
• Experience with key Program ecosystems, platforms, and tools such as JIRA and SharePoint.
Preferred Qualifications
Experience with Software as a Service (SaaS) cloud implementations particularly those in which legacy on premise
applications have been migrated to cloud delivery options.
