Department: Billing & Collection Reports to: Cashier Supervisor

A skills test is required for this position. The calculator 10-key test must be taken during business hours at the City of Odessa Human Resources Office (411 W. 8th Street) before the closing posting date.

Summary: Under basic supervision, performs routine clerical duties where the identification of items and location of posting are clearly indicated, processes financially related documents and maintains and reviews financial records.

Essential duties and responsibilities may include, but are not limited to, the following:
  • Receives and process money from the public and City employees in an automated system in a manner consistent with machine requirements.
  • Balance daily cash to receipts and computer edits, report daily totals to appropriate personnel.
  • Identify, verify and maintain accounts or records per cash receipt or billings; check for accuracy of routine mathematical calculations.
  • Post invoices, claims, bills and other financial and statistical records according to standard department procedures.
  • Inform appropriate personnel of accounts to be restored, unacceptable payments and equipment malfunctions.
  • Answer routine questions and direct public to appropriate personnel.
  • Sort, distribute and process routine mail payments.
  • Receive and process collectors' money daily.
  • Sort, open and balance night deposit box daily.
  • Supports the departmental operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
Minimum Qualifications:

Education, Training and Experience Guidelines: High school diploma or GED required and one year of recent cashiering experience involving large volumes of cash. Calculator 10 Key assessment required with basic proficiency level. Intermediate level of proficiency of Calculator 10 Key is desired.

Knowledge of:
  • Business and personal computers, and financial spreadsheet software applications.
  • Accounting, bookkeeping, and records management principles and methods.
Skill in:
  • Maintaining accurate accounting records.
  • Entering numerical data into a computer system and on a calculator with speed and accuracy.
  • Establishing and maintaining cooperative working relationships with co-workers.
  • Communicating effectively verbally and in writing.


License and certification requirements: A valid Texas State Driver's License or State Identification Card.

Physical demands and working environment: Work is performed in a standard office environment.
