Job Description

Johnson County's Department of Planning, Housing, and Community Development is looking for qualified applicants to fill the position of Contractor Liaison for their Housing Services division. This position will work in a team and values-based environment with a commitment to HPO principles, collaborative problem solving, teamwork, and continuous improvement.

This position is eligible for a hybrid remote schedule after 6-month Introductory Period.

Duties Include:

  • Conducts recruitment activities to increase the number of contractors participating in HOME Rehabilitation, Minor Home Rehabilitation, and other home repair programs. Activities include delivering presentations and disseminating information to a variety of audiences based on community need, program priorities, or requests. Prepares and distributes program marketing materials, including Web and social media management. Serves as contact throughout the recruitment process, including technical assistance to join programs, onboarding activities, and troubleshooting.
  • Leads program innovation, design and implementation. Engages private sector contractors and other industry professionals, builds relationships; facilitates focus groups, designs surveys and other tools to understand stakeholder challenges to working with public and non-profit housing services programs. Assists with the collection and analysis of data to evaluate the effectiveness of initiatives. Fundraises and manages grants or project funds as necessary to expand/implement innovation work.
  • Participates in local and statewide coalitions and stakeholder groups; assists in the implementation of initiatives, using a variety of strategies and techniques, including program modernization and technological improvements. Assists in the preparation of needed industries/workforces to take advantage of federal, state or philanthropic-funded opportunities to increase housing units and/or improve the existing housing stock. Coordinate with community-based partners to increase capacity for home repair programs. Work across internal departments and divisions to facilitate home repair program referral capacity within Contractor Licensing, Wastewater, Aging and Human Services, Health and Environment, and other groups.
  • Builds relationships with city code enforcement departments to increase referrals and collaborate on home repair programs. Look for ways to better leverage specializations in city-based, non-profit/faith-based, and county repair programs to improve system and customer experience.
  • Data analysis of construction industry trends and Johnson County's affordable housing stock.
  • Performs the duties of the Rehab Specialist position as assigned.


Job Requirements

Minimum Requirements:

  • Associate's degree in Residential Building Systems, Construction, Engineering, or relevant field.
  • LBP Risk Assessor Certification and NSPIRE Certification within 6 months of hire.
  • Two (2) years of experience with housing construction, trades, building codes or relevant residential remodeling, construction project management or relevant experience.

Preferred Requirements:

  • Bachelor's degree in Residential Building Systems, Construction, Engineering, or relevant field.
  • One (1) year of experience with residential construction pricing/specification computer software and one (1) year of direct experience with HUD-funded rehabilitation programs.
  • Public speaking and presenting complicated and detailed information.
