Chevron is accepting online applications for the position of Field HSE Specialist in Jurong Terminal Office, Singapore through 9 April 2024 at 11:59 p.m. (SGT). Responsibilities for this position may include but are not limited to: Maintains HSE Support, including Contractor Operational Excellence (OE) Management, Incident Investigation & Reporting (II&R), Risk Management (RM), Managing Safe Work (MSW) and Human & Organizational Performance (HOP) Implement the OE Management System and ensure activities are completed in compliance with internal and external expectations. Support and coach business leaders including (Operations Managers, District managers, Retail Business Consultants (RBCs) and store managers) implement the OE management system. Monitor and deliver HSE performance metric data and annual HSE OE Calendar activities including field HSE communication material. Support and coach line leadership conduct incident investigations as required. Maintain oversight and support for field-based activities, providing HSE support and guidance as required. Support the Asset Maintenance Teams assess and manage the HSE aspects of their projects and routine maintenance activities. Support the implementation of the Chevron Contractor OE Management system, Workforce Safety and Health initiatives such as Control of Work and Work Planning, HOP fundamentals and HOP tools (such as Learning Team Event, Safeguard Learning Tool (SLT), Post Job Debrief and Review). Steward HOP and SLT stewardship programs at supervisory and field level Collaborates with Asset Optimization (AO) and International Integrated Supply Chain (IISC) management to develop and implement OE business plans aimed at ensuring compliance with local laws, regulations, and corporate policies. Provides HES support for any major maintenance and construction projects at the Penjuru facility. Process Safety and Risk Management: Leads safety case engagements with Major Hazards Department Co-ordinate and participate in Risk profiling/Process Hazard Analysis (PHA) Manages and executes Cluster/Facility Level Risk Reduction Plans Facilitates MOC process deployment and participates in functional reviews as needed. Day to day environmental management and execution Facilities environmental reporting within the defined time frame. Security : Supports Baseline Security Self-Assessment (BSSA) and Security Risk Assessment (SRA) Other duties Executes tactical actions from Chevron Technology Centre (CTC) for Common Risks Areas such as Occupational Hygiene (OH) monitoring, Repetitive Stress Injury Prevention (RSIP), Motor Vehicle Safety (MVS), Fitness for Duty (FFD), Early Injury Management (EIM). Performs corporate required reporting. Tracks action items from MOC, Incident Investigation & Reporting (II&R), Audits, and other issues to closure Participates actively and contributes to Products Business Improvement Networks (BINs) Maintain emergency response readiness and dangerous good compliance. Prepares facility emergency preparedness/response plans and provides training to facility managers to keep emergency plan updated. Stewards’ emergency exercises/drill as part of facility emergency readiness/preparedness Regulatory Compliance Develops data and prepares permit applications for Retail/terminal/blend plant facilities (e.g., Dangerous Goods License, Fire Certificate with SCDF). Incl. Facility and project environmental permitting. Monitors and drives completion of any regularity compliance activities and closure of action items or recommendations. Tracks and updates Sphera Essential as and when regulatory change occurs and assigns relevant task owners. Provides guidance to field organization concerning compliance with HSE legislation, codes, regulations, standards, and company policies. Engages regulator and authorities to ensure compliance with operating permits and licenses. Safeguard Assurance Work with line leadership to maintain a clear understanding of potential high consequence activities. Implement a safeguards assurance program and participate in assurance activities during high consequence jobs. Monitors compliance with Safe Work Practices, Contractor Operational Excellence Management (COEM), Management of Change (MoC) and Risk Management (RM) process requirements. Coaching, Training and Inductions Provides OE HSE trainings as per customer and cluster/global HSE requirements. Supports induction requirements of new employees and contractors. Required Qualifications: Bachelor’s degree in science or engineering preferred with minimum 3 years’ experience in a chemical plant or refinery or working as a HSE professional with other major Oil & Gas downstream companies. Alternatively, must have a diploma or equivalent in HSE or engineering with minimum 5 years’ experience in a chemical plant or refinery or working as a HSE professional with other major O&G downstream companies. Knowledge of the Singapore’s regulation in relation to Health, Environment, and Safety is critical. Knowledge around Process Safety, and critical safety system would be a plus. Certified and recognized as the Safety Officer in Singapore. Certified and recognized as the Fire Safety Manager in Singapore. A bility to engage regulators/authorities and industry group members.
