Performs professional planning and historic preservation work for the Town. Work is performed with a general level of independence and requires a knowledge of historic preservation.

Work is distinguished by the level of complexity and the degree of independence with which the work is performed. Work is performed under the general direction of the Long Range Planning Manager.

An employee in this class performs at a responsible and independent level. Work in this class requires developing solutions to problems and performing a high level of interpretation of ordinances, laws, etc. Work includes considerable public contact and involves giving information, answering inquiries, and carrying out the Town planning functions. Work also includes providing support to a variety of boards, commissions, and committees related to the area of assignment. Work requires the performance of technical support duties such as inspections and doing research work for any planning project for the Town.

Assist with the historic preservation program;
Assist with updates to the Historic District Design Standards;
Review development applications to ensure compliance applicable preservation regulations, policies, and standards;
Support the Historic Preservation Commission administration and meetings;
Assist with the pursuance of grants related to historic preservation;
Contribute to the planning and active in conducting educational events to promote the Towns history (e.g., home tour, walking tours, print materials, etc.).
Assist with the demolition of historic structures process;
Assist with public outreach for the Department (e.g., home tours, walking tours, print materials, etc.);
Coordinate with property owners, architects, contractors, and inspectors, and reviews plans and specifications to meet historic property requirements;
Answer and address questions for the general public related to historic preservation;
Review requests for Certificates of Appropriateness for the historic district and other applicable properties;
Prepare staff reports and presentations for Certificates of Appropriateness, Local Historic Landmark Designations, and Historical Marker Applications;
Help the public with historic preservation and planning issues;
Assist with the maintenance of historic preservation information for the planning department website;
Perform other duties as required.
A graduate degree in architectural history, art history, historic preservation, or closely related field with coursework in American architectural history or a bachelors degree in architectural history, art history, historic preservation, or closely related field plus one of the following:

At least two years of full-time experience in research, writing, or teaching in American architectural history or restoration architecture with an academic institution, historical organization or agency, museum or other professional institution, or
Substantial contribution through research and publication to the body of scholarly knowledge in the field of American architectural history.
Knowledge of the basic principles and practices of historic preservation and planning and the relationship between long-range and current planning;
Knowledge of current literature, policy, legislation, and recent developments in the field of planning and historic preservation;
Ability to interpret and analyze technical information and to prepare and present technical oral and written reports;
Ability to establish and maintain effective working relationships with employees, elected officials, partner agencies, and the general public;
Skill in the collection, analysis, and compilation of technical data from maps, charts, and other sources and in drafting and mapping;
Considerable knowledge of governmental laws, programs, and services pertinent to historic preservation and the planning process;
Considerable knowledge of planning data and ability to perform research functions and draft reports and position papers for higher-level review and actions;
Considerable knowledge of general historical resources and ability to conduct thorough research of historic properties;
Ability to read and translate historic documents written in cursive; and
Ability to communicate effectively in oral and written forms.
