Develops and interprets organizational policies for budgets and personnel; assumes responsibility for safe and proper operation and quality control of equipment, techniques, and procedures; and analyzes and evaluates activities to assure established quality patient care. Maintains accountability for leading and managing the human resources, clinical, financial, and administrative operations of the department to continuously improve the quality of patient care and create a healthy workplace for staff in collaboration with organizational leadership.

Responsibilities: Coordinates purchasing of supplies and equipment to maximize efficient utilization. Monitors and approves staff continuing educational requests and assures compliance with receipt collection and documentation. Involves staff and key stakeholders in the development/implementation of a department vision by engaging them in planning, designing, and redesigning change to meet the dynamic changes in healthcare delivery. Lead and Develop CRNA Staff, where applicable Engage with Clinical CRNA Director in personal growth and CRNA staff growth. Ensure self-development through application of critical thinking skills, analysis of financial and quality data and operational planning/functionality seeking help when applicable with Clinical CRNA Director. The Assistant Clinical Director reports to the Clinical Director and is a working member of the anesthesia department in all aspects related to patient care with other members of the department and assumes all duties of a staff nurse anesthetist. Administers anesthesia and anesthesia-related care in four general categories: (1) pre-anesthetic preparation and evaluation; (2) anesthesia induction, maintenance, and emergence, (3) post-anesthesia care, and (4) peri-anesthesia clinical support functions Balances Administrative and Clinical Workload in accordance with guidelines provided in Department of Anesthesiology and Perioperative Medicine CRNA Clinical Director delineation of duties management matrix. Participates in the pre-anesthetic evaluation of the patients and the selection of anesthetic agents and techniques. Performs appropriate techniques of the anesthetic plan such as, but not limited to, insertion of intravenous catheters, insertion of invasive monitoring catheters according to established protocol; endotracheal intubation and extubation; performing arterial punctures for interpretation of arterial blood gases. Monitors the patient's physical response to the anesthetic and informs the physician of any adverse condition. Manages the anesthesia process to include induction, maintenance, and emergence of general, regional, and monitored anesthesia cases. Recognizes abnormal patient responses to anesthesia or to any adjunctive medication or form of therapy. Initiates corrective measures. Determines the need for additional laboratory tests and provides resuscitative care as necessary. Evaluates and manages the patient in the immediate post-operative period. Administers IV fluids relative to the patient's medical history and surgical procedure. Administers blood products after consultation with the supervising physician. Communicates appropriately with all individuals involved in the perioperative care of the patient. Appropriately documents the patient status in the anesthesia record. In a life-threatening emergency, functions responsibly by providing anesthesia care in the absence of an anesthesiologist. Performs other duties as assigned (on-call, rotating schedules, break coverage, etc.). Performs according to established policies, procedures, and regulatory standards and ensure standards are being followed throughout span of control. Review appropriate documentation for informed consent and identify appropriate surgical site with operating room staff and surgeon in accordance with departmental and regulatory compliance standards. Actively contributes to planning goals and objectives for the site and assists the site Chief in coordination of activities and programs. Assists with development and implementation of productivity goals by constantly analyzing and adjusting scheduling practices with resource utilization. Assists to develop capital and operational budget. Documents need for changes in staffing/budget and makes recommendations to the anesthesiology leadership Accountable for labor management as reflected by financial data and provides strategic staffing solutions to offset variances. Develops and maintains productive working relationships internally and externally by building teams and relationships Demonstrates sound fiscal responsibility in the development and management of the department budget and holds staff accountable for the efficient use of resources including, but not limited to, managing flexible staffing patterns to meet patient care needs. Interviews, selects, and hires qualified personnel. Participates in the Quality Improvement (QI) process through case documentation, incident reporting, evaluation, education, and implementation of the QI plan. Responsible for completion of payroll /time management in Kronos, with appropriate allocation of pay codes for time taken and leave of absence management in coordination with relevant supporting departments Counsels and evaluates personnel and terminates, when necessary, in accordance with established UPMC Human Resource policies. Assures proper orientation and clinical readiness of new members of the department. Responsible for work schedules and assignments, on-call arrangements, meeting operational needs, and emergency changes in cooperation with staff and collaboration with CRNA Clinical Director. Monitors and facilitates department visitors to ensure the integrity of privacy, clearance, and infection control practices. Maintains compliance and regulatory agency requirements Develops and maintains policy and procedure for the department. Participates in credentialing/OPPE/FPPE verification for employees. Assures that standards of anesthesia care are in place and followed. Promotes interdisciplinary partnership and consultation of hospital staff and health care team through participation in committees and related activities to ensure appropriate anesthesia, surgical, and procedural care for patients and families. Serves as a thought leader expert in peri-anesthesia services. Serves as an educator and expert resource for electronic health record application. Assists in training and education of students and support personnel where applicable. Represents nurse anesthesia at hospital committees and functions. Provides supervision to technician staff and administrative assistant staff. Works collaboratively with other hospital departments to ensure efficient operational flow, documentation, and utilization. Sets high standards of performance for self and others by imposing standards of excellence and development of inquiry skills that are innovative, optimistic, and supportive of professional growth. Innovates in staff development, clinical orienting, and continuing education and enhances staff expertise. Actively recruits new staff to the department as needed after evaluating and analyzing operational demands. Facilitates excellent clinical experiences for student nurse anesthetists who rotate through the department to promote recruitment of the best and brightest candidates ensuring the longevity of quality care. Works actively with nurse anesthesia programs to ensure the balance of educational expectations within the framework of UPMC policies and procedures. Collaborates with the department leadership to monitor patient outcomes through the established Quality Improvement process. b. Reviews clinical incidents and responds accordingly through the Just Culture framework. Set clinical quality priorities. Utilizes research and evidence-based practice to support improvement in the clinical area. Shares learning from improvement with other departments, both within the hospital and across UPMC, to foster the growth of best practice implementation in peri-anesthesia services. Oversees and develops continuing education activities for the department by assessing educational needs and seeking the appropriate learning methodology. Assures annual mandatory education is completed and AANA Continuing Education objectives are met. Supports and encourages the involvement of CRNAs in the development and implementation of evidence-based practice and quality improvement initiatives. Assumes responsibility and is accountable for controlled substances according to department and hospital policy and State and federal guidelines. Abides by UPMCs Code of Conduct, Ethic Statements, policies and procedures and other corporate mandates, including participation in mandatory training programs. Responsible, in collaboration with hospital clinical engineering, for the proper function and troubleshooting of anesthesia-related equipment in the clinical area. Implement employee engagement and quality improvements in relation to the UPMC My Voice and My Pulse surveys Exercises strong leadership that clarifies vision and expectations. Creates a culture where CRNAs feel informed and valued for their work Develops and maintains productive working relations internally and externally by building teams and relationships through mentoring and modeling uplifting positive communication.
