Sr. DoD Master Planner

Start Date: Upon contract award on/about 1 August 2024

Location: Alexandria, VA

Advantage SCI is looking for a uniquely skilled and experienced candidate to support a government customer with Master Planning. The ideal candidate will maintain and enhance Security Force (SF) Master Planner data sets to support the program in maintaining historical and forward-looking requirements plans as a product of Mission Profile Validation-Protection (MPVP) and SF allocations throughout the agency enterprise. Provide quarterly synopses to assist regional planners and HQ in synchronizing manpower requirements, data systems while maintaining historical records of program requirements and funding decisions. This position is located at Advantage SCI Headquarters in Old Town Alexandria, VA during normal business hours of 7:30 AM - 5:00 PM EST.

Maintain a Security Force (SF) Mission Execution Reporting Tool (MXR)

Provide mission analytic data services to targeted problems and issues to provide insights into capability and resource tradeoffs in managing installation security risk.
Collaborate with Protection subject matter experts to gather information required to analyze and measure Security Force utilization by labor type and function.
Conduct data calls, customer surveys, and use other techniques, as required to develop the program manager's dashboard for conducting program performance and resourcing assessments.
Conduct analysis to support program manager's identification of risk and costs associated with cross functional protection metrics to include operational capabilities and utilization modeling, equipment life cycle management.
Collect, analyze and report manning requirements, staffing plans, and manned post execution to support multiple views and queries.
Integrate new and existing MXR data collection efforts into a web-based application including collecting and analyzing weekly data produced from a standardized watch bill that will support the MXR.
Assist with the integration of web-based application into a Dashboard, Empirical Data Plan, and existing model.
Support MXR process implementation with user support/training material.
Conduct quarterly analyses and end of year analyses with regional personnel as required.
Maintain Protection Program Pricing/Performance Model

Provide direct support to all functions of ProPOM Including support for personnel cost calculations and Allowance Equipment Listing/Table of Allowance.
Provide support to annual PPBE modeling including assessing courses of actions (COA) and impacts for future needs Conduct client onsite meetings with client personnel to discuss task details, changes in database requirements, collaboration, and survey results/analysis as necessary. It is estimated this will not be more than 24 days during the period of performance.
Provide deliverables in MS power, MS Word documents and reports, MS Excel spreadsheets, and MS Access to maintain algorithms for analyzing Excel data, emails and talking points. Other deliverables include Monthly Progress Reports, Travel Reports, master plans, functional effort reporting packages, user manuals, and relevant risk related modeling data.
Experience and Skills
Required:

10 years of directly related experience
BA degree (MA or MS preferred)
U.S. Citizen and current SECRET clearance
Knowledge of CNIC development practices, and command intent
Knowledge of operations, policies, and procedures (Navy knowledge preferable)
Knowledge of installation security force requirements
Knowledge and experience working with CNIC and other standard metrics.
Experience in Navy programming, planning, budgeting, and execution (PPBE) process.
Knowledge of DoD Joint Base standards, policies, and budgeting.
Knowledge of federal and DoD personnel costing (e.g. fringe, programming rates, etc.)
Proficiency in the use of Microsoft Office Suite (Excel, Word, PowerPoint, and Access)
Possess excellent communications and organizational skills and the ability to manage electronic documents and images using a multitude of applications.
Knowledge of the CNIC intranet update processes and utilization of SharePoint services
Experience in creation of models, graphs and diagrams, presentation preparation and formal technical writing (e.g., briefs, EXSUMs, reports, and articles for publication).
Specific Skills Required:

Experience in conducting mission requirement analysis and experience in the development of manpower utilization data sets.
Detailed knowledge of CNIC N3 Anti-terrorism/Force Protection and Emergency Management program recent history and future requirements.
Experience working with CNIC N-Codes and relevant stakeholders supporting program management and analysis.
Experience collaborating with financial, manpower, programmatic, and operational support personnel assigned to CNIC.
Communicate accurately and consistently in all types of communication.
Preferred qualifications include Institute for Operations Research and Management Science Certified Analytics Professional individual(s) with experience in applying Design Thinking methods to overcome program management obstacles and analysis challenges.
