The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.Supports the mission and objectives of the Office of Hazardous Materials Safety (AXH).DutiesServes as a Supervisory Hazardous Material Aviation Safety Inspector under the immediate leadership and direction of the Division Manager with the Office of Hazardous Materials Safety (AXH).Work supports and implements the FAA Oversight Philosophy (FAA Order 8000.72) through evaluation and of the hazardous material transportation systems to develop and enhance safety systems within AXH including but not limited to the Safety Assurance System (SAS). The oversight of the development and enhancements are essential for AXH to support hazardous materials oversight through assigned risk-based activities; in depth evaluation of air carrier training programs, processes and procedures; Safety Management System (SMS) interfaces; operational surveillance; investigations; coordinating/prioritizing/developing strategies for stakeholder engagement; resolving complex regulatory matters; and support policy development. Assigns and manages subordinate activities to support the development and enhancement of safety systems for implementation of the FAA Compliance Program (FAA Order 8000.373) utilizing the most effective safety resolution. Works collaboratively with all Divisions to support evaluations of operator systems and various interfaces with certificate holders and other entities. Provides advice and guidance on safety system usage to support hazardous material transportation issues from other Managers, Supervisors and Senior Experts in AXH and disseminates to subordinates.As a Front-Line Manager, directs the work of subordinate employees at the organizational unit level. Managerial duties include setting priorities, assigning tasks, monitoring and evaluating performance, coaching and developing employee capabilities, approving leave, and taking or recommending corrective/disciplinary action, as appropriate. Uses assigned budget, staff, and other resources to accomplish project/program objectives. Contributes to budget planning process and projects short-term future needs. Applies a comprehensive knowledge of the technical aspects of the work directed, a detailed knowledge of budget, human resource management, and other administrative policies and procedures, and a detailed understanding of the objectives of the organizational unit.Develops oversight reports prepared for the review of program management and used for internal and external risk management and strategic planning. Assigns and manages oversight review activities and inspection data, prepared analysis reports, and identified safety related issues and areas for process improvement. Maintains a working knowledge of FAA wide program orders applicable to AXH including, but not limited to FAA Orders 8000.369A (Safety Management Systems), 8040.4b (Safety Risk Management), FAA Order 8000.72 (Integrated Oversight Philosophy), and 8000.373 (Compliance Philosophy).Works collaboratively with FAA and DOT organizations, industry, trade associates, government agencies, and other external stakeholders to develop and analyze data and identify safety risk upon request. Responsible for representing AXH-600 in various committees, work groups, and industry forums as they relate to oversight, safety management systems, safety risk management, and continual improvement of safety oversight process upon request.Established guidelines, policies, and procedures typically govern the work. Resolves routine problems independently but consults with the Division Manager when existing guidelines are not available or applicable to complex problems. May be called upon to assist in the development of new policies and procedures.Performs other duties as assigned.
