A Planner VI (Transportation Planning - Systems) supervises and participates in the development, analysis and completion of planning projects, or assumes project responsibility for a major special purpose study requiring initial development and management and where assignments are of a creative nature; and performs other related duties as required.

Current Vacancy Information : There is one (1) vacancy with the Department of Transportation Services, Transportation Performance & Development Division, Complete Streets Planning Branch, located in Honolulu. Under the general direction of the Chief Planner, the Planner VI serves as a Parking Systems and Devices Engineer. Duties include but are not limited to the following:

Develops and implements context-sensitive designs, solutions and strategies that advance the City's multi-modal goals as a project manager for assigned preliminary engineering efforts and as a resource for other City facilities and projects. Assigned projects and studies may include the following:

complete streets, rail access, pedestrian facilities, traffic controls, parking management, multimodal transportation studies, and transportation planning and design. Consistent with the Complete Streets approach outlined in Revised Ordinances of Honolulu (ROH) Chapter 14 Article 33, the position promotes best practice strategies and develops a comprehensive approach (including technical specifications for efficient systems and devices) to balance competing uses of limited public rights-of-way, curb space, and roadway shoulders in an equitable manner.

Special Working Conditions: Must be able to attend public meetings, neighborhood board meetings, etc. after normal work hours, including weekends and holidays. The position is designated as a Disaster Response Worker whose responsibilities may require night and weekend work during natural disasters, and other emergencies (e.g. when 24-hour staffing of the City's Emergency Operating Center is activated).

EDUCATION REQUIREMENT

Substitution :

Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree in city planning, architecture, engineering, economics, sociology, public administration or a related field.

EXPERIENCE REQUIREMENT

: Three years of

professional

(post-bachelor's degree, non-clerical) work experience in transportation planning and/or engineering projects which shall have involved computer application(s) related to transportation activities.

Such experience must have included knowledge of the principles, practices, purposes, scope and techniques of the various stages of transportation planning, and the preparation, maintenance and operation of a comprehensive plan for a large metropolitan area; sources and uses of socio-economic information; and the principles and practices of supervision. Such experience must also have demonstrated the ability to plan and supervise the work of subordinates; collect, analyze and interpret data pertaining to planning and zoning situations, and make effective decisions and recommendations from these data; and prepare reports.

LICENSE REQUIREMENT

: Possession of an appropriate valid driver's license, as required. EDUCATION AND EXPERIENCE EVALUATION : In addition to meeting the above minimum qualifications, your application will be further evaluated.
