Summary This position is established to provide advice and representation on a full range of legal issues relating to the Office of Chief Counsel. You will serve as the authoritative resource for the agency relative to legal issues. Responsibilities The Attorney Advisor (Ethics): As an expert technical authority, you will be responsible for administrative matters relative to the legal function, responsibilities involve solving significant problems complicated by interfaces and inter-relationships between and among programs, systems, functions, policies and numerous critical issues. Is responsible for day-to-day operation and management of the Agency Government ethics program. This includes collection, analysis, and certification of confidential and public financial disclosures, developing and delivering employee training, providing ethics advice to employees, and ensuring MARAD complies with Office of Government Ethics requirements for agency ethics programs Researches questions of law, with an emphasis on fiscal law, regarding matters before the Office, including but not limited to: review of relevant regulations, legislative histories, case law, administrative records, canons of statutory construction, and the laws of the United States. Participates in review of procurement contracts, cooperative agreements, grants, financial assistance agreements, interagency agreements, loan guarantees, charters, operating agreements, or non-procurement contracts as assigned. Assists in litigation that involves or may involve the Maritime Administration. Assistance includes, but is not limited to: development of litigation strategy and tactics, the preparation or assembly of administrative records, discovery documents, and other documentation required by the litigation; preparation of appropriate pleadings, motions, notices, stipulations, briefs, and exhibits; attendance at status calls, pretrial conferences, trials, and arguments; participation in settlement negotiations. Collects relevant documentation in response to Freedom of Information Act requests and coordinates with requisite program offices to ensure the quality of searches: conducts redaction reviews. The ideal candidate for this position provides senior-level advice relative to legal issues. Provides authoritative advice and guidance on unstructured problems in support of Agency objectives; recommendations and decisions are characterized by breadth and importance. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: A professional law degree (LL.B. or J.D.) and be a current member in good standing of the bar of a State or Territory of the United States or the District of Columbia; AND 1 year of relevant professional legal experience as a licensed attorney providing legal advice and counsel to the Federal or a state government, or in private practice, including researching, analyzing, and advising on legal policies, procedures, practices, and applicable laws, and Federal guidance. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: A professional law degree (LL.B. or J.D.) and be a current member in good standing of the bar of a State or Territory of the United States or the District of Columbia; AND 2 years of relevant professional legal experience as a licensed attorney providing legal advice and counsel to the Federal or a state government, or in private practice, including researching, analyzing, and advising on legal policies, procedures, practices, and applicable laws, and Federal guidance. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: A professional law degree (LL.B. or J.D.) and be current member in good standing of the bar of a State or Territory of the United States or the District of Columbia; AND 3 years of relevant professional legal experience as a licensed attorney providing legal advice and counsel to the Federal or a state government, or in private practice, including researching, analyzing, and advising on legal policies, procedures, practices, and applicable laws, and Federal guidance. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of various statutes and subjects which can have an effect on the mission of the Agency, such as administrative law, maritime law, contract law, tax law, customs laws and international law sufficient to relate these matters to MARAD and discern any potential conflicts or difficulties between the two or more areas of law presented by actual matters assigned to the employee Skill in oral and written expression sufficient to pursue the particular legal issue against opposition which vigorously contests the agency position and is highly sophisticated and talented usually involving top attorneys in both the private and public sector. Ability to research the law, synthesize legal principles and draft legal memoranda presenting facts, analysis and conclusions. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
