Overview:
Overhaul and Repair Engineering (Department 707) is an integral part of Electric Boat's business. With this business, Electric Boat provides mission-ready submarines to the fleet through the repair and modernization of delivered submarines. Specifically, D707 Systems Test Engineers provide non-nuclear engineering support during all facets of work from planning to deck plate trade execution and throughout final test and certification.

The D707 systems engineering group has cognizance over piping and mechanical systems and operates in a collaborative, dynamic and team-oriented work environment. Using a design-build approach, Department 707 interfaces with Operations, Design, Planning Yard, Test, and Program Office personnel in order to arrive at innovative solutions to difficult problems. Interaction with the United States Navy (USN) customer is typical, including the Supervisor of Shipbuilding Groton (SSGR), Naval Sea Systems Command (NAVSEA), and submarine crews. Awareness and understanding of military specifications, submarine shipbuilding specifications and design criteria, USN maintenance/overhaul requirements, and special emphasis programs are developed through focused computer-based or classroom training, on-the-job training, qualification programs and mentoring.

 

D707 requires personnel responsible for developing technical work documents, providing technical direction and oversight, as well as resolving shipboard conditions associated with the following:

Mechanical component failure or damage due to in-service use

Seawater and non-seawater piping and components

Compressed air systems and ventilation

Hydraulic systems and controls

Masts & antennas

Steering and diving systems

Steam and propulsion plant components

Combat systems (mechanical elements)

Unrestricted Operation Maintenance Requirement Card (URO-MRC) certification of ships for unrestricted use.

Pressure hull, non-pressure hull and control surface structure

Submarine coating systems and cathodic protection systems

Material loss due to corrosion

Non-metallic coverings and treatments

Internal structures, foundations, lockers/stowages, hatches, fairing and manhole covers

Ship alterations and improvements

Fabrication and welding techniques

 

Specific tasks required by a D707 Systems Test Engineer include, but are not limited to:

Planning of submarine maintenance and modernization work including development of work breakdown structures and technical work documents

Interpretation and translation of shipbuilding specifications, maintenance requirements and contractual requirements into clear and concise technical work documents

Providing deck plate support to shipyard trades and resolution of emergent issues during execution of technical work documents

Understanding maintenance criteria, submarine piping, mechanical and structural drawings as well as machining and welding processes

Success in this environment requires that every task be accomplished with a collaborative, hands-on, proactive and deadline-driven yet technically rigorous approach. Training in the use of fall protection for high work safety, limited radiation worker qualifications and steam plant training may be required for certain tasks.

Qualifications:
Required

Minimum of 5 years of prior work experience associated with maintenance and modernization of commissioned US submarines and/or US military aircraft. Prior work experience for developing and/or providing supervisory oversight on operation, maintenance, and troubleshooting procedures in accordance with military technical requirements.

The ability to obtain DOD Secret clearance is required. 

Candidates must be willing and physically able to climb steep stairs and ladders to enter dry-docks, ascend/descend scaffolding and access confined spaces within a submarine.

High school diploma or equivalent is required.

Candidate must be from organizations outside operations (Casciano/Gabriel).

Preferred

Existing or previous experience with Task Group Instructions (TGIs), Deficiency Forms (DFs), Liaison Action Records (LARs) and special emphasis programs such as Submarine Safety (SUBSAFE) and Deep Submergence System - Scope of Certification (DSS-SOC) is highly desirable.

Working knowledge of US Navy maintenance procedures and requirements such as the Deep Diving General Overhaul Specification (DDGOS), Joint Fleet Maintenance Manual (JFMM) and Maintenance Requirement Cards (MRCs) is a plus.

The flexibility to work overtime, including weekends, to support critical work evolutions and schedule needs is desirable. Willingness to support extended off-site assignments and/or second shift is beneficial but not required.

An active Department of Defense (DOD) Secret or Top Secret clearance is preferred.

Candidates must possess strong written and oral communication skills and be able to effectively collaborate with a wide range of internal and external organizations at multiple levels of management.

Candidates must be highly motivated and well organized with strong project management skills, and be capable of working both independently and in a team environment.
