Salary Range: $175,000+ (depending on experience)

The IT Executive Director’s overall responsibility is serving as the strategic IT leader for the purpose of operations/business/IT strategy development, solution discovery, service management, risk management and relationship management. This role serves as the business relationship linkage between the Good Shepherd’s operations and business units with IT (at the executive level). This includes understanding the needs and demands of Good Shepherd and ensures services are properly aligned to these needs. Proactively shares knowledge of technology risks and opportunities to build competitive advantage and improve efficiency and effectiveness of Good Shepherd. This includes focus on strategic initiatives and plans, proactive, anticipatory, and driving in nature and provides significant value to operations and business units. Additionally, this leader will communicate decisions, priorities, and relevant project information to appropriate levels of staff regarding requests, projects, and initiatives. This role serves as a lead in enabling the business to achieve their objectives through the effective use of technology.

This position reports to the Chief Operating Officer, is a member of the Senior Leadership Team, and will lead the IT department to provide service excellence to the Good Shepherd Health Care System community and its patients.

Responsibilities:
Primary responsibilities include:

Ensure that IT systems, network infrastructure and telecommunications adequately support the company’s computing, data processing, security, and communications needs.

Collaborate and partner with our Senior Leadership Team to identify ways IT can assist the company in achieving strategic, business, and financial goals.

Establish, implement, and monitor the IT strategy to meet both short and long-term goals, objectives, policies, and operations in alignment with the Health Systems strategy and goals.

Prepares and administers the formulation and approval of IT operating and capital expenditure budgets, incorporating long and short-term goals and forecasting personnel, equipment, software, and educational/training needs.

Monitors expenditures to assure fiscal responsibility and accountability. Assists Senior Leadership with matters concerning department budget, major purchase priorities and projects requiring large capital expenditures.

Develops and implements procedures necessary for cost-efficient operations.

Maintains appropriate records and statistics for administrative and regulatory purposes and assures the maintenance of complete and accurate records.

Fosters and maintains adequate internal and external communications. Keeps Senior Leadership informed of significant activities, needs and problems. May asked to perform responsibilities of Senior Leadership during periods of absence.

Actively participates in all IT System Sev 1 and 2 major incidents. Participates in the site emergency management plan or command center as the IT representative.

Serves as the HIPAA and Cyber Security Officer. In coordination with departmental management and compliance officer, ensures IT systems meet regulatory agency requirements such as HIPAA, HITECH, PCI, and other government/industry regulations.

Establishes performance improvement initiatives aimed at improving customer service, operating costs, and departmental functions/department productivity.

Develops and executes effective control process and compliance monitoring procedures to ensure risks are measured, monitored, controlled, and mitigated.

Develops constructive work relationships with customers both inside and outside the Health System.

Responsible for IT related vendor management and contract negotiations

Assesses and monitors employee satisfaction results, action plans, and assists IT Leaders in the execution of improvement action plans.

Qualifications:
Qualifications

Bachelor’s degree in business, Computer/Information Systems, Health Care Administration, or a related discipline is required.

Completion of a related Master’s degree program is preferred.

Ten years’ experience working with healthcare IT systems, infrastructure, and security is required. Epic and Workday experience a plus. Experience as a Community Connect customer a plus.

Experience working in a care delivery organization required. Experience working with a Critical Access Hospital a plus.

Five years’ experience with vendor management and contract negotiations required.

Ten years supervisory/management experience is required.

Solid understanding of data analysis, budgeting, and business operations. Professional experience with budget creation and management is required.

Demonstrated leadership ability, and demonstrated effectiveness in supervising, evaluating, training, discipline and motivating management and technical staff successfully is required.

Demonstrated effectiveness in problem solving and implementing new processes related to increased departmental and organizational operating efficiency.

Highly effective oral and written communication skills are required to train and supervise employees, and to work closely with Senior Leadership, hospital administration, and personnel effectively.
