Education:  Bachelor's degree in Business Administration, Communications, Political Science, or a related field (Master's degree a plus)

 

Experience:  Minimum 5 years’ experience minimum leading program management teams operating at scale. Minimum 10 years of experience program management, with a proven track record of success in leading and delivering large-scale programs for government clients.  Excellent written and verbal skills with executive presence.  Demonstrated ability to build solutions and solve problems that add value to products or implementations, including identification of road blocks and impacts to the system or process.  

 

THE OPPORTUNITY:

We are seeking a seasoned Director of Implementation Program Management to join our growing team. In this critical role, you will be responsible for the overall planning, execution, and delivery of large-scale programs specifically designed for local municipal clients, stakeholders include court systems, school boards, transportation directors, and community members. You will ensure these programs align with our strategic objectives, achieve their desired outcomes, and deliver exceptional client service throughout the entire program lifecycle.

Responsibilities:
Develop and implement program strategy, ensuring alignment with organizational goals and exceeding client expectations

Lead and manage a team of program managers, providing mentorship and guidance to drive success in the government client service environment

Ensure the team is set up for success, ensuring customers and stakeholders are provided with exceptional service delivery and addressing any concerns promptly

Collaborate with subject matter experts, such as law enforcement and court professionals, to optimize onboarding strategies and drive successful implementations

Drive speed-to-implementation initiatives and relentlessly pursue operational improvements to enhance project delivery efficiency

Closely understand contractual and legal requirements for each specific customer, and be able to prioritize recommendations / changes / program setup that enables optimal outcomes

Ensures that the team is delivering contractual obligations, ensuring adherence to timelines and meeting the needs of the individual stakeholders

Identify, engage, and secure buy-in from relevant stakeholders, both internal and external through very strong relationships, attention to detail, and rigorous high-quality responsiveness

Ensure program budgets and resources are effectively managed, resulting in cost-consciousness and value delivery for government clients

Identify and mitigate program risks and dependencies, proactively addressing challenges specific to our program

Oversee coordination of internal efforts across departments including operations, marketing, information systems, and finance to ensure support of project objectives

Ensure team develops and maintains detailed project plans, milestones, and risk analysis

Ensure teams provide standard and adequate customer training and support, offering creative solutions to eliminate roadblocks

Continuously improve delivery tools, techniques, and best practices to enhance customer satisfaction

Conduct research on state procedures and relevant laws when entering new markets.

Collaborate with diverse teams, demonstrating strong leadership, influencing skills, and earning trust across the organization

Ensures the team maintains a proactive communication approach through various mediums to effectively engage stakeholders

Develop and implement program communication plans that foster strong relationships and transparent communication with government clients

Monitors the function of program performance and adjust as needed, ensuring programs deliver the intended impact for government clients

Report program progress to senior management stakeholders and government clients, providing clear and concise updates

Continuously improve program management processes and methodologies, specifically for government client service delivery

Supports large scale/important clients as needed

Qualifications:
Customer service obsession – you strive for perfection, with high level of detail orientation

5 years minimum experience in leading program management teams is required. 

Minimum 10 years of experience in program management, with a proven track record of success in leading and delivering large-scale programs for government clients

Municipal government facing experience is strongly preferred

Strong leadership and communication skills, with the ability to build trust and rapport with government stakeholders

Excellent problem-solving and analytical skills, adept at navigating the complexities of government relations

Ability to manage multiple priorities and deadlines effectively, consistently exceeding expectations in a fast-paced environment

Proficient in project management methodologies with a strong understanding of how to adapt them for government client service

Experience working in a government contracting environment, navigating specific requirements and regulations

Legal or political experience preferred, providing a deeper understanding of the government landscape and policy considerations

Bachelor's degree in Business Administration, Communications, Political Science, or a related field (Master's degree a plus).
