Job Description

Under general supervision, as a Senior Street Inspector, you will perform inspections and supervise the work of Street Inspectors tasked with regulating the use, condition, and construction of streets, sidewalks, trench excavations, and other construction-related activities to ensure compliance with Federal, State, and Municipal codes, specifications, regulations, and permit conditions. You will conduct inspections and supervise staff tasked with enforcing municipal codes governing the commercial use and occupancy of the public right of way, including performing of inspections involving regulation of sidewalk vendors, mobile food facilities, Shared Spaces, and other community-based elements of occupancy. You may be tasked with inspecting building exteriors and lots that are visible from the public right of way that potentially constitute a public nuisance. In addition to leading field activities, you will provide supervision and assist with the completion of office activities and may perform inspections of increasingly complex projects and assigned to special projects.

Important and Essential Duties:

Your duties as a Senior Street Inspector may include, but are not limited to, the following: 

Performs and leads staff tasked with performing inspections of streets, sidewalks, trench excavations, and utility repair projects; inspect general conditions of defects on streets and sidewalks.

Inspect excavation sites, sewer projects and utility companies to ensure that proper shoring practices and traffic/pedestrian safety procedures are followed.

Inspect permit use for obstructions such as news racks, flower stands, restaurant furniture encroachments, produce stands, building construction, or other obstructions to paths of travel, especially regarding compliance with the Americans with Disability Act and Title 24.

Inspect private and public property, identify violations, and enforce/issue Notice of Violations/Blights under applicable municipal codes and ordinances.

Inspecting the placement of signs, flyers, or notices within the public right of way.

Inspecting private elements of occupancy that encroach on the public right of way.

Reading and interpreting permits, plans, and specifications to determine if the condition and use of street, sidewalk, excavation, or repair projects follow applicable codes, regulations, ordinances, and permit conditions.

Investigating requests, inquiries, and claims related to condition of the public right of way, encroachment, permit use, appearance/condition of buildings, structures, or lots, and public safety.

Communicate with contractors, utility company representatives, property owners, permit holders, business owners, other City agencies, and the public to resolve concerns and address identified areas of non-compliance.

Performing commercial inspections and enforcing code and regulations in association with implementation and administration of Sidewalk Vending, Shared Spaces, Love Our Neighborhood, Mobile Food Facility, Display Merchandise, Tables & Chairs, and similar.

Reads, reviews, interprets and recommends revisions to complex permits, plans and specifications.

Enforces codes, regulations and ordinances, and recommends administrative penalties, as necessary.

Investigates complex complaints and claims related to public right of way.

Responds to inquiries and complaints; may serve as point of escalation and assist with mediating conflicts.

Writes reports and correspondence and may prepare ordinances, regulations, resolutions, and documents for public hearings.

Coordinates and facilitates meetings, conferences, and hearings.

Provides deposition and court testimony in dangerous conditions of public property matters.

Performs mathematical calculations related to construction, plans, drawings, and maps.

Supervises Street Inspectors by planning, organizing, assigning, directing and evaluating the work of inspection staff.

Schedules and participates in employee job safety training by conducting training sessions or arranging for training of staff.

Analyzes program goals and makes recommendations in furtherance of meeting both performance and budgetary goals.

Operates a city vehicle while performing site inspections and/or attending hearings and meetings.

Uses a computer to generate reports, maintain records, and to communicate with others.

Uses a telephone in the office and a cell phone and table in the field.

Supervises a unit of Street Inspectors.

May be assigned to special projects related to the development and enhancement of the public right of way.

Nature of Work: The nature of the work will require exposure to inclement weather conditions and will require exposure to hazardous materials and/or conditions found on construction sites and in an urban environment. Work on nights, weekends and/or holidays may be required. Standing and/or walking for extended periods of time will be required. Contact with members of the public and engagement with persons believed to be participating in unauthorized vending, and the need to impound and/or remove abandoned items from the public right of way, may be required.
