Job Description

Under the direction of the HSH Budget Director, the Senior Budget Analyst is responsible for supporting the Department’s ongoing analyses of revenues and expenditures for reporting and budgeting purposes, providing technical support for budget development, and analytical support for ad-hoc projects to further the Department’s mission. The senior analyst will perform professional-level analytical and administrative work in the areas of budgetary, financial/fiscal, economic, legislative and administrative policy.

Primary responsibilities will include recording, analyzing and reporting on budget and projecting expenditures for the Department.  Additionally, responsibilities may also include analysis of HSH’s grants and lease portfolio, services and program budgets, special projects, labor projections, and work orders. Being able to construct and explain projections both verbally and in writing is critical, as well as is being able to perform policy analysis including analyzing and recommending alternative courses of action and projected consequences.  

The work requires strong analytical skills; the ability to multi-task and shift priorities in all areas of budget administration quickly and effectively; making budget system entries; comfort with technical details as well as big picture concepts; strong oral and written communication skills; the ability to make effective oral presentations to a variety of audiences at all levels of expertise. The position requires establishing, maintaining and fostering harmonious working relationships with those contacted in the course of work; flexibility; and effectively managing last-minute projects. Overtime work may be required during the budget season and other critical financial periods.  

Essential Duties and Responsibilities

Researches, analyzes and makes budget recommendations pertaining to the department’s financial forecast and budget;

responds to informational requests, including those of a highly sensitive nature, and may represent the department to the Mayor's Office, Board of Supervisors, Controller's Office, other City officials, outside agencies and the public.

Coordinates, develops, and monitors departmental budget items of moderate complexity and assists in the development and management of departmental budget items of greater complexity; negotiates budget proposals within the Department and with the Mayor's Office and other agencies;

Assists management in the budget development process, monitoring of the budget, budget reporting, and interpretation of budget-related documents.

Plans and performs economic and/or financial analyses including forecasting, revenue and/or expense projections, analysis of capital requirements, evaluation of funding alternatives, modeling and cost/benefit analysis; assesses the quality of existing forecasting models and develops recommendations to simplify the approaches used and/or improve accuracy; prepares reports with financial/policy recommendations and appropriate supporting documentation.

Communicates quantitative budget information to internal and external audiences through concise written documents as well as presentation materials including the use of data visualization tools. 

Works collaboratively with HSH programs, communications & legislation, contracts, data & performance and other HSH analysts to produce quality budget analyses and reports.

Monitors and analyzes program spending, and provides information to be used to support managers and staff in efficiently and responsibly administering programs.
