Responsibilities:
Toomey Residential and Community Services is seeking a Program Manager to join our Children's Community Services team serving foster care youth, including Unaccompanied Refugee Minors. The Program Manager of Foster Care provides leadership, strategic direction, and administrative oversight of day to day operational activities insuring that all facets of the program are adhering to pertinent regulations and achieving the established goals.

 

Direct the administrative and operational activities of the programs.

Implement program changes and strategies to increase the quality and delivery of client services; insure staff in maintaining compliance with regulations.

Serve as a source of information for foster parents, caseworkers and clients both in a professional and technical manner.

Develop and facilitate an on-going multi-faceted recruitment and retention plan that meets the needs of referrals and client trends to Toomey Residential and Community Services. Network in the community and represent the agency and Program in a positive manner.

Recruit, hire, train, supervise and evaluate program staff / foster parents.

Ensure caseworkers and foster parents are meeting the treatment and planning goals of clients. 

Monitor program and fiscal records for timely completion and compliance with the agency and funding source policies.

Ensure foster families adhere to and maintain regulations, guidelines and policies as established by the funding sources and Toomey Residential and Community Services.

Recommend program changes and strategies to the Director to increase the quality and delivery of client services.

Any additional projects and tasks as assigned by the Program Director.

 

Qualifications:
Bachelor’s degree in Social Work, Psychology or human services related field and one (1) to three (3) years of related experience is required. Experience working with youth and/or culturally diverse families is preferred. Cross-cultural experience and/or experience working with refugee children and families strongly preferred. Applicants who are fluent in Arabic, Farsi, French, Swahili/Kiswahili, Spanish or Tigrinya encouraged to apply.
