This position will be part of a two-person team responsible for managing supplemental payments to various health care providers participating in Minnesota Health Care Programs. This position will work closely with eligible health care providers to determine and document the provider’s eligibility to receive supplemental payments, obtain the information needed to compute the payment, compute the payment, and in coordination with fiscal staff, effectuate the payments. In coordination with data analysis staff, this position is also responsible for maintaining and reporting from the dataset of inpatient and outpatient hospital claims used by the team.
• Manage assigned supplemental payments to various non-hospital providers including those funded by certified public expenditures (CPEs) and intergovernmental transfers (IGTs).
• Manage all activities related to the Division’s subset of inpatient and outpatient hospital claims data, commonly referred to as the Flat File.
• In coordination with senior supplemental rates staff, determine federally required Upper Payment Limits (UPL).
• Manage the cost settlement process for hospital and dental services provided by State Operated Services providers Minimum Qualifications Three years of professional experience working with Health Care Programs, health insurance or health care billing and claiming demonstrating the following:
• Understanding of federal and state laws and regulations governing state and federal health care program payment policy requirements
• Proficiency constructing and analyzing large datasets within Excel
• Proficiency in presenting complex data sets in a clear and concise manner Preferred Qualifications
• Ability to monitor, interpret, apply, and assess policy and budget implications of changes to federal and state laws, rules and regulations
• Ability to assess the implications of proposed payment reforms at federal and state levels
• Ability to analyze and write complex technical documents
• Ability to identify, articulate, analyze, and resolve complex problems
• Knowledge of Minnesota’s legislative process and procedures
• Strong oral and written communication skills
