Summary Supports national tasking operations, policy and guidance development, workload analysis, reporting, metrics, training, and continuous process improvement. Coordinates with IHSC, ICE, DHS, and external stakeholders to ensure timely, high-quality responses to official information requests. This position is only open to USPHS officers and Call to Active Duty (CAD) candidates. Duties Duties And Responsibilities
• Assists TPSU deputy unit chief with managing all aspects of the Task Management Program.
• Analyzes and organizes workload assignments.
• Analyzes work products to ensure high-quality and timely completion; provides technical assistance that aligns with TPSU leadership's guidance.
• Trains and assists task managers as needed.
• Assists TPSU deputy unit chief in the development and maintenance of program policies and guidance.
• Interprets overarching task management policy and requirements; advises TPSU deputy unit chief and leadership; and provides guidance to task managers.
• Develops and maintains task management policies (directive, guides, standard operating procedures).
• Develops task management standards, standardizes approaches, and expectations.
• Assists TPSU deputy unit chief in the management and evaluation of program operations. This primarily applies to TMP but may extend to other TPSU programs. Activities include, but are not limited to:
• Conducting program evaluation and continuous quality improvement activities to streamline processes and create program efficiencies.
• Conducts analyses and provides reports regarding program workload, progress, issues, and status to TPSU deputy unit chief.
• Develops and monitors program metrics to assess and analyze effectiveness.
• Analyzes program data, prepares reports of findings, and conducts special studies. Identifies issues and proposes solutions to TPSU deputy unit chief.
• Preparing routine reports for TPSU, IHSC leaders, and external stakeholders as needed. Reports include but are not limited to: weekly status of upcoming and past due tasks; program metrics and statistics; and observed patterns or trends.
• Liaising with IHSC components and external stakeholders as needed.
• Leading the design and implementation of administrative or programmatic data systems.
• Administrative tasks, such as drafting agendas, taking minutes, and maintaining records for TMP meetings, maintaining the unit websites and shared drives.
• Functions as the TMP training officer. Develops, delivers, coordinates, and evaluates task management-related training for task managers and IHSC staff involved in the task management process. Provides technical assistance as needed.
• Collaborates with task managers and external subject matter experts to develop IHSC staff training.
• Liaises with the Medical Education and Development Unit to post trainings on the learning management platform (IHSC TRAIN).
• Assists with task management as needed, especially during task management staffing shortages.
• Completes special projects and other duties as assigned. Requirements Conditions of employment

• ASSIGNMENT PAY AGREEMENT: You must not have a current Assignment Pay Agreement. However, if you have a current Assignment Pay Agreement, it must be fulfilled within 90 days of your application submission.
• Applicants must be a current USPHS Commissioned Corps Officer or USPHS Call to Active Duty (CAD) candidate. Civilians are not eligible for this position.

• A Master's Degree or higher from an accredited institution plus a minimum of five years of project management experience.
• If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to remain current. This position may be required to perform clinical activities within the scope of clinical license in times of critical needs within the agency.
• Minimum of two years of professional experience working in policy development and experience in national program development and implementation.
• Ability to independently perform the functions/duties listed above, where applicable, with minimal to no supervision.
• Ability to communicate effectively in both written and oral formats to perform the functions/duties listed above.
• Ability to professionally interact effectively and collaborate with other IHSC, ERO, ICE, and DHS offices, as well as all levels of management.
• Ability to use statistical analysis for reporting collected data.
• Maintain high degree of independence, initiative, and follow through on a wide range of sensitive, complex, and program issues.
• Requires a broad and extensive knowledge of the IHSC health care system, program principles, missions and functions, and applicable correctional health care standards.
• Flexibility and ability to adapt to sudden changes in schedules and work-related requirements.

S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Chief of Staff (OCoS), Taskings and Program Support Unit (TPSU). The incumbent reports to the TPSU deputy unit chief. This is a non-supervisory position. The incumbent serves as TPSU's Task Management Program (TMP) program manager. The TMP is a national program affecting all IHSC senior leaders, units, programs, facilities, and staff in field offices. TMP is IHSC's conduit through which it submits official information and statements to the requestor and organizations external to IHSC. IHSC receives hundreds of requests for information per month from internal and external government agencies, including Congress, the President and his representatives, and a variety of external sources, non-governmental organizations, legal representatives, health care agencies, the media, and the public. The incumbent assists the TPSU deputy unit chief with TMP policies and guidance, operational management, training, evaluation and improvement, and reports. IHSC has a multi-sector, multidisciplinary workforce of more than 1,650 employees, including PHS commissioned officers, federal civil servants, and contract staff. Fiscal Year (FY) 2025, IHSC administered and managed a healthcare system that provided required healthcare to more than 171,000 detained aliens housed in 17 facilities throughout the Nation, including medical, dental, mental health, preventive, and public health services, nearing 1.4 million encounters in FY 2025. IHSC also oversaw compliance with health-related standards for 266,144 detained aliens housed in 217 non-IHSC-staffed facilities, totaling 50,709 beds. IHSC also directly supports ICE field office directors on medical issues within their area of responsibility. IHSC oversees the financial authorization and payment for off-site specialty and emergency care services for detainees in ICE custody. IHSC also provides medical support during ICE enforcement operations in the air, on the ground, and at sea Supervisory Controls The incumbent reports to the TPSU deputy unit chief. Assignments are usually of a long-term, recurring or broadly defined nature. Officer plans and organizes own work, determines sequence of assignments, selects and develops methods and seeks assistance from experts, stakeholders, and leadership only as needed. The unit chief reviews work to provide input and guidance, and to ensure attainment of objectives. Guidelines may be applicable to some but not all parts of assignment, may contain some inconsistencies, and may be partially unconfirmed. Selection and adaptation from available possibilities involving a moderate amount of modification and innovation are required. The officer uses judgment in interpreting and adapting guidelines such as PHS policies, regulations, precedents, and work direction for application to specific cases. The officer analyzes results and recommends changes in guidelines and program policies. Innovations and modifications to accepted procedures must be approved and clearly documented.
