Principal Contract Specialist / Program Manager Item Detail Location On-site, Contracting and Logistics Department (Code 400), Portsmouth Naval Shipyard, Kittery, Maine Schedule Full-time, 40 hours per week, Monday through Friday. Hours are worked between 0600 and 1700 Eastern Time with a half-hour lunch; no more than 8 hours per day. Telework On-site position. Telework is not a right and is available only with Government concurrence. Travel None anticipated Positions One (1) in the base period and option period one Salary range $125,000 to $135,000 Position Summary The Principal Contract Specialist / Program Manager leads the contractor team embedded with the Contracting and Logistics Department (Code 400) at Portsmouth Naval Shipyard and is responsible for performance of the work. The position assigns and reviews workload, manages contractor staff, maintains quality control, serves as the primary point of contact for the COR and TPOC, and performs acquisition support across the full lifecycle. Duties and Responsibilities
• Serve as the contract manager, with full authority to act for the company on all contract matters relating to daily operation of the contract; be available 0600 to 1700 Eastern Time, Monday through Friday.
• Receive complete acquisition packages from the Government and assign workload; disseminate work from the Program Manager level down to contracted employees only.
• Maintain the company’s Quality Control Plan and quality control program that identifies, prevents, and ensures non-recurrence of defective services.
• Attend the post-award conference and periodic progress meetings with the COR and other Government personnel; resolve outstanding issues.
• Enter contractor employees’ time into the PNSY timekeeping system (SUPDESK).
• Determine telework eligibility and portability of work, coordinate remote work assignments with the COR and TPOCs, and monitor compliance with telework agreements.
• Manage contractor employees directly so that no personal services relationship is created; notify the Contracting Officer of any actual or potential Organizational Conflict of Interest.
• Provide the Transition-Out Plan thirty (30) business days before the period of performance end date and lead weekly transition status meetings.
• Provide full acquisition lifecycle (cradle-to-grave) contracting support for complex equipment, supplies, services, and information technology, covering pre-award, award, and post-award contract administration.
• Provide critical analysis and pricing support using advanced Excel functions (HLOOKUP, VLOOKUP, XLOOKUP, Pivot Tables, conditional formatting with custom formulas, and complex nested functions) to arrive at fixed-price rates and cost-reimbursable projections from very large datasets.
• Assist program offices in preparing Independent Government Estimates (IGEs), including research on previous purchases, current market value, and other agency purchases.
• Provide advice and recommendations on acquisition strategy, including approaches, risks, contracting methods, competition, sources, cost, and milestone schedules; prepare Justifications and Approvals and market research memorandums.
• Prepare Requests for Quotes (RFQs), Requests for Proposals (RFPs), and Combined Synopsis/Solicitations with all appropriate terms and conditions; verify funds availability and obtain legal concurrence where applicable before release.
• Assist in the evaluation process and document informal and formal source selections, including Source Selection Plans, evaluation sheets, Conflict of Interest/Nondisclosure Forms, and draft Source Selection Decision Memorandums.
• Work with evaluators and the Contracting Officer to identify pre-negotiation objectives; prepare contract award documents for task orders, delivery orders, and stand-alone contracts; prepare COR designation letters; distribute awards; and input award information into FPDS-NG.
• Prepare documentation for the exercise of options and post-award modifications (SF-30), and assist in resolving contractor performance issues.
• Provide on-the-job knowledge sharing, training, and mentorship, including PowerPoint presentations and job aids.
• Review work internally (contractor to contractor) for accuracy against regulations, policies, and standard procedures before submitting documentation to a Contracting Officer for review and signature.
• Perform to local Procurement Action Lead Time requirements, use the local contract management system in accordance with local policies, record hours daily by 8:00 a.m., and attend meetings as requested.
• Complete required Shipyard training, including the Acquisition Management System (AMS), Electronic Procurement System (ePS), DoD Cyber Security Awareness, and PNSY Contractor New Employee Orientation. This position supports Government contracting officers and does not perform inherently governmental functions or bind the Government. Required Qualifications
• At least eight (8) years of Government contracting experience, including commercial and non-commercial supplies and services, IDIQs, and task and delivery orders.
• Bachelor’s degree.
• DAWIA Contracting Professional certification or equivalent (for example, FAC-C or FAC-C-DoD)..
• Expert knowledge of Federal contracting law, regulation, policies and precedents, and related principles and procedures sufficient to plan, lead, review, or audit the most complex procurement functions.
• Skill in promoting e-commerce and supporting the use of automated acquisition systems and other electronic systems.
• Proficiency in Microsoft 365, including strong experience with advanced Excel functions (lookups, Pivot Tables, conditional formatting with custom formulas, nested functions).

• Ability to obtain and maintain a favorable NACI background investigation and installation access credentials (CAC/DBIDS). No security clearance is required.
• Clear and concise written and oral communication, problem solving, critical thinking, and the ability to function effectively during extended periods of high pressure.
• At least three (3) years of Government supervisory experience.
• DAWIA Program Manager Advanced certification or equivalent.
• Experience training, mentoring, or knowledge sharing. Preferred Qualifications
• Bachelor’s degree in Business.
• Experience with a DoD contract writing system: ePS or Standard Procurement System (SPS)/Procurement Desktop Defense (PD2).
• Experience with the Federal Procurement Data System (FPDS-NG) and the System for Award Management (SAM).
• Experience with Procurement Integrated Enterprise Environment (PIEE) applications: Clause Logic Service (CLS), Electronic Data Access (EDA), Supplier Performance Risk System (SPRS), and Government Furnished Property (GFP).
• Experience with GSA sites: GSA eBuy, GSA Library, and GSA Advantage.
• Experience with Adobe Acrobat. Working Conditions
• Work is performed in Government-furnished office space on an active naval shipyard; Government-furnished computer, telephone, and network access are provided.
• Hard hat, safety glasses, and steel-toed boots are provided by the company.
