Summary
Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Finance Indianapolis, IN.
Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.
The incumbent serves as a Management & Program Analyst located in the Department of Homeland Security (DHS), Customs and Border Protection (CBP), Office of the Commissioner (OC), Office of Finance (OF). Serves as an analyst or advisor to executive management on a major mission or administrative program requiring application of a wide range of qualitative system and management support principles, processes, and systems. Those can include, but are not limited to budget methodology and control, statistical research and performance measurement, information systems, management techniques and theories, organizational structure, planning and control systems, and public and congressional liaison, policy and other programs, impacting the total office. Typical duties include:
- Tracking position management activities through workforce forecasting, staffing gap analysis, and attrition trend reviews to support effective recruitment and staffing strategies.
- Analyzing historical workforce patterns, staffing levels, and organizational trends to identify current and future human capital needs.
- Providing advice and recommendations to senior leadership on human capital issues, personnel program changes, workforce trends, best practices, and potential organizational impacts.
- Developing and recommending improvements to human capital services, processes, and workforce management practices to meet changing office requirements.
- Leading teams and projects focused on redesigning, automating, and re-engineering business processes to improve efficiency and service delivery.
- Providing workforce planning and analysis services to program offices by evaluating workforce data and developing recommendations on staffing levels, skill requirements, and resource needs.
This position starts at a salary of $107,428.00 (GS-13, Step 1) to $139,658.00 (GS-13, Step 10) with promotion potential to $139,658 (GS-13 Step 10).

Qualifications
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
- Conducting workforce planning analyses using staffing, attrition, position management, or organizational data to support recruitment and staffing decisions.
- Evaluating workforce trends, staffing gaps, or historical data to identify human capital needs and recommend appropriate actions.
- Providing recommendations to management or senior officials on human capital programs, workforce planning issues, process improvements, or organizational impacts.
- Developing or improving administrative, workforce management, or business processes to increase efficiency, consistency, or service delivery.
- Participating in or leading projects or initiatives involving process redesign, automation, workforce planning, or program improvement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must:
- Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
- Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/10/2026.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
- Working for the U.S. Government as a federal civilian or as a member of the military
- A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
- Participation in a study abroad program sponsored by a U.S. affiliated college or university
- Working as a contractor, intern, consultant or volunteer supporting the U.S. government
