Position Overview

The Florida Department of Transportation (FDOT) is seeking a highly experienced Systems Analyst – Advanced to join the Office of Information Technology's Application Services team. This role is responsible for supporting the analysis, design, development, modernization, and maintenance of enterprise financial applications. The ideal candidate will possess strong systems analysis expertise, extensive SQL/database experience, and a proven background in enterprise software development.

This position requires close collaboration with business stakeholders, developers, architects, and quality assurance teams to deliver scalable, secure, and high-performing technology solutions that support FDOT's mission-critical business operations.

Key Responsibilities

• Analyze business requirements and translate them into technical solutions.

• Design, develop, maintain, and support enterprise software applications.

• Participate in software development, testing, implementation, and deployment activities.

• Support modernization initiatives for enterprise financial systems.

• Document business processes, workflows, and technical specifications.

• Identify opportunities to improve business processes and application performance.

• Provide technical leadership throughout all phases of the Software Development Life Cycle (SDLC).

• Collaborate with developers, architects, QA teams, project managers, and business users.

• Troubleshoot production issues and implement timely resolutions.

• Ensure compliance with software development standards, security guidelines, and best practices.

• Create and maintain technical documentation.

• Participate in continuous process improvement initiatives.

• Support production releases and occasional after-hours or weekend deployments when required.

Required Qualifications

• Bachelor's degree in Computer Science, Information Systems, Engineering, or a related technical field (or equivalent professional experience).

• Minimum 7 years of experience as a:

o Systems Analyst

o Lead Developer

o Development Manager

• Minimum 5 years of hands-on experience with:

o Azure SQL

o Microsoft SQL Server

o Oracle or other relational databases

• Experience supporting large-scale enterprise financial systems.

• Strong expertise in SQL programming and relational database design.

• Excellent analytical, problem-solving, troubleshooting, and communication skills.

• Strong experience documenting technical and business requirements.

• Experience with Microsoft Visual Studio.

• Experience developing applications using the .NET Framework.

• Experience with Entity Framework, nHibernate, or other ORM technologies.

• Experience working on enterprise-level, cross-functional software development projects.

• Familiarity with application modernization initiatives.

• Experience working within government or public sector environments is a plus.
