Summary
The primary purpose of this position is: To serve as a construction representative with responsibility for monitoring and controlling the construction operations of large and complex projects involving specialized electrical systems, complex mechanical systems, and/or unique structural requirements for base facilities and associated utility distribution systems.

- Responsible for design management and surveillance of a variety of difficult and complex project plans and specifications.
- Maintains surveillance over complicated structures involving highly complex construction problems and determines the necessity for changes or remedial actions.
- Independently determines need for project changes or remedial action, estimates cost, and develops project modifications.
- Serves as liaison between the contracting officer and the project engineer.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
- Incumbent maybe needed to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

- The work requires regular visits to construction or other outdoor sites.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions
Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of these courses: drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics is highly desired, but NOT required.
SPECIALIZED EXPERIENCE FOR CURRENT/PREVIOUS FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes using a wide range of technical engineering methods, principles, requirements, work techniques, and practices relating to construction, and skill in applying standardized, analytical, and evaluative methods and techniques sufficient to advise on and/or resolve difficult but well-documented, factual, procedural, and/or recurring issues. Knowledge of construction techniques sufficient to develop SOWs, interpret and explain contract specifications and requirements, and assist contractors in meeting them. Knowledge of electrical, mechanical. and structural aspects of major construction projects, their installation. operation, and functional requirements sufficient to determine coordination required to ensure all design considerations have been addressed. Knowledge of materials, workmanship, and construction work along with the installation of various systems to confirm construction requirements are being met.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS - CURRENT/PREVIOUS FEDERAL EMPLOYEES: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Practical knowledge of the methods and techniques of engineering principles relating to construction practices and techniques.
2. Knowledge of electrical, mechanical, and structural aspects of construction projects.
3. Knowledge of construction inspection practices and procedures involved in the inspection of building materials, workmanship, utilities, and the installation of systems; and the practical methods and techniques of engineering principles relating to complex construction practices and procedures.
4. Knowledge of inspection and safety practices and procedures in the construction industry.
5. Knowledge of engineering and architectural plans and specification to read and interpret construction requirements.
6. Ability to apply mathematical formulas to compute construction costs, negotiate changes to contracts, and use computer based programs to record and maintain information involving these activities.
7. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
