If selected for this position, you will join a well-respected office that is responsible for evaluations, inspections, and reviews of DOJ programs. As a Program Analyst, you will perform the following duties, typically in a team environment as a team leader or member, and occasionally as the sole analyst for specific products of limited scope. The Program Analyst will plan, execute, and participate in all phases of reviews of DOJ programs and functional areas to assess compliance with applicable laws, regulations, policies, and procedures, or participate in sensitive and complex congressional or DOJ management inquiries referred for review.

Major duties for this position include but are not limited to the following:

• Conducting research and collecting, assessing, organizing, and analyzing relevant information from diverse data sources;

• Evaluating internal and external policy, and applying qualitative and quantitative analysis techniques to assess programs and processes;

• Interviewing employees, senior managers, and others involved with the program, activity, or function under review;

• Communicating complex and/or controversial issues through clear writing, visualizations, and verbal presentations to management;

• Developing recommendations to facilitate organizational or process changes;

• Developing and reviewing written materials (such as reports, special analyses, proposals) and presentations to convey information and make recommendations and improvements concerning complex programs and functions while demonstrating understanding of the organization's programs and activities; and

• Analyzing management responses to report findings and recommendations and preparing formal replies.

Qualifications

Specialized Experience is paid or unpaid experience which has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position.

GS-11: You must have successfully completed a Ph.D or J.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree; OR have 1 year (52 weeks) of specialized experience at or equivalent to a GS-9 Program Analyst Position; OR a combination of education and experience as listed below. Examples of specialized experience for the GS-343-11 level include but are not limited to: 1) Collecting and analyzing information from diverse data sources including interviews; 2) Evaluating internal and external policy; 3) Communicating complex and/or controversial issues both in writing and verbally; 4) Preparing segments of evaluation reports addressing an organization's productivity and efficiency, including conclusions and recommendations; 5) Possessing sound knowledge of how to use various databases and spreadsheets, and developing graphs, charts, and other data visualizations to organize, analyze, and present a variety of data.

GS-12: You must have 1 year (52 weeks) of specialized experience equivalent to at least the GS-11 grade level. Examples of specialized experience for the GS-343-11 level include, but are not limited to: 1) Presenting information and data to members of a team or higher level management; 2) Preparing segments of evaluation reports addressing an organization's productivity and efficiency, including conclusions and recommendations; 3) Planning or leading evaluations or inspections; 4) Possessing sound knowledge of how to use various databases and spreadsheets, and developing graphs, charts, and other data visualizations to organize, analyze, and present a variety of data.

GS-13: You must have 1 year (52 weeks) of specialized experience equivalent to at least the GS-12 grade level. Examples of specialized experience for the GS-343-12 level include, but are not limited to: 1) Presenting complex data in formal settings to higher level management; 2) Preparing segments of evaluation reports addressing an organization's productivity and efficiency, including conclusions and recommendations; 3) Planning and leading comprehensive evaluations or inspections; 4) Possessing sound knowledge of how to use various databases and spreadsheets, and developing graphs, charts, and other data visualizations to organize, analyze, and present a variety of data. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).You must meet all qualification requirements by the closing date of this announcement.
