Epsilon Systems is seeking a Quality Control Inspector I for the Ship Repair Sector division in Portsmouth, VA. Summary: Directly reports to the QA Supervisor for Ship Repair Sector and Shipyard Services in the Portsmouth, Va. location. Inspects and monitors work performed on government and commercial work items, specializing in Hull, Mechanical and Electrical Inspections for Quality compliance. Provide assistance to onsite management for quality assurance, safety requirements and other needs as requested. Provides project QA inspections and testing as needed. Non-Supervisory. Duties & Responsibilities: Assigned full time shipboard quality oversight, work with production to support quality requirements. Monitor compliance with company Quality and Safety Management Systems, Workmanship standards and Customer requirements. Follows safety, quality control and inspection procedures for test and inspection plans for production Work-Packages and QA Work Books. Follows test standards and specifies test equipment associated with requirements established in test and inspection plans. Schedules and Conducts in-process "Self-Assessment" in-process Safety/Quality Assurance inspections, Audit and Surveillances for the Project Manager assigned. Performs Audits and Surveillances of Suppliers/Subcontractors for in-process work. Coordinates with customer QA/Safety representatives to coordinate inspection and acceptance activities. Reviews QA/Safety control requirements with customer representative to assure compliance with requirements. Reviews contractually required quality/safety documentation for accuracy and completeness for project/job/contract completion. Maintain OQE records retention. Assigned to project for onsite support to the Project Manager and Supervisor/Foreman to ensure all documentation is completed as required. Assist production in other ways as necessary (i.e. Fire Watch, Tank Watch, general cleaning, material control, etc.) while assigned. Perform other duties as assigned by the QA Supervisor or Project Manager (when assigned to worksite). Required Qualifications: GED or high school diploma and specialized training and certifications in Quality Assurance with 3 years total waterfront experience with 2 years Quality Inspection/Testing experience. Must be able to travel for extended periods of time. Safety, Quality Assurance and NAVSEA Standards for shipboard work. Able to obtain and maintain access to military and government installations and private shipyards. Knowledgeable in shipyard, maritime, and commercial work practices, quality assurance, safety, Metal-work and contracting methods. Knowledge of Navy ship repair processes and procedures. Knowledge of OSHA Regulations for Shipyard Employment, NAVSEA Standard Items, Joint Fleet Maintenance Manual (JFMM), NAVSHIPS Tech Manuals (NSTM), and DOD Standards, Military Specifications, Performance Standards, and other customer related specifications and standards. Knowledgeable in all aspects of workplace Safety. Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and production of various goods and services. Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications. Knowledge of raw materials, production processes, quality control, costs, and other techniques for maximizing the effective fabrication or manufacture and distribution of products. Conduct Job Hazardous Analysis specific for tasking Conducting tests and inspections of products, services, or processes to evaluate quality or performance. Giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times. Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. Must have a basic command of the English language in order to read, write, communicate, interpret, and follow written and oral instructions and assignments. Able to read Structural, Mechanical and electrical Drawings written in English. Able to clearly articulate information and instructions orally and in writing. The ability to listen to and understand information and ideas presented orally. The ability to orally communicate information, ideas and instructions so that others will understand. Judgment and Decision Making - Considering the relative costs and benefits of potential actions to choose the most appropriate one. Proficient in Microsoft Office programs including but not limited to Word, Excel, Power Point and Access Problem Sensitivity - The ability to tell when something is wrong or is likely to go wrong. It does not involve solving the problem, only recognizing there is a problem. Category Flexibility - The ability to generate or use different sets of rules for combining or grouping things in different ways. Deductive Reasoning-The ability to apply general rules to specific problems to produce answers that make sense. Must be able to physically access ships, small craft, and submarines. Able to operate in confined spaces, noisy environment, extreme height, heavy Industrial conditions, high traffic areas, office environment, meetings and multiple locations. Ability to remain calm in stressful situations including; high pressure production schedule, strict workmanship requirements, customer interface, regulatory requirements. Preferred Qualifications: Bachelor's Degree in related field and 1 year waterfront Quality Inspection/Testing experience Completed Maritime Trade School / Apprenticeship with 2 years waterfront Quality Assurance experience OR 4 years military service with specialized training and certifications in Quality Inspection/Testing. Certifications: Quality Assurance Inspector, NACE/NBPI, OSHA 3095, OSHA 5410, OSHA 521, OSHA 3115 ADA Notations: Requires walking, reaching, sitting and concentration in the presence of occasional and loud noises. Able to move in narrow and restricted passageways, up/down steep and narrow ladders or stairways, inside tanks and tight spaces, and up and down antenna masts/yardarms (onboard ships). Able to lift, carry and move objects up to 50 lbs. in weight. Must have manual and finger dexterity; able to grasp, manipulate, assemble small objects. Able to quickly move your hand, your hand together with your arm, or your two hands to grasp, manipulate, or assemble objects. May be required to wear personal protective equipment (PPE) including but not limited to: hard hat, safety glasses/goggles, ear plugs/muffs, masks/respirators, safety vests, gloves and steel-toe boots.
