Job Description ECS is looking for a Data Architect for a dynamic team to help align and unify agency data equities, capabilities, needs, and use cases for CISA. The ideal candidate will have a strong background in strategizing, developing, architecting, and implementing data architecture and data solutions to support use/analysis of CISA mission data. As a lead with seasoned experience in this domain, the Data Architect will be expected to paint a vision, while merging technical, business, and customer needs into achievable objectives, and supporting architecture and data solution design decisions to meet those objectives. Strong candidates will have a record of understanding cyber data to support Cyber Operations, experience working across an ecosystem of data capabilities, leveraging innovation, building consensus, executing on their vision, and continually adapting to meet the evolving landscape. Location: Arlington, VA (on?site 3 days a week) Essential Responsibilities Provide thought leadership with internal team and customers to drive technical solutions, improve organizational practices, and strengthen culture Provide unification for agency data and enterprise data capabilities to break down organizational data and operational silos, including mechanisms to standardize and migrate existing data (structured and unstructured) to a unified data plane/warehouse Architect, design, and implement scalable, secure, and high?performing data solutions leveraging Databricks, Elastic, AWS, and ServiceNow Integrations Experience working with cloud?native repositories and multiple data platforms/capabilities to align use, define interoperability and integration, and maximize existing investments to meet agency needs Work to unify agency data equities and alignment across multiple programs, and ensure that ECS programs conform to agency alignment to maximize integration across the agency Required Skills Must be a US Citizen Ability to successfully maintain a DHS Entry on Duty (EOD)/DHS Suitability Minimum 5?7+ years of hands?on experience architecting, designing and data engineering with Databricks, Elastic, and AWS in a government setting; Cyber Data experience preferred Relevant Databricks experience related to well?architected Lakehouse, Medallion Architecture, Data & AI Governance, Use Case Acceleration Demonstrated hands?on experience with AWS Cloud Native data and ETL capabilities (S3, Redshift, Glue, etc.) Demonstrated experience leveraging data to provide search, enrichment, correlation, AI/ML Model Training, in alignment with government mission and business use cases Knowledge of streaming data technologies such as Kafka, Kinesis, Firehose, or Apache Spark Structured Streaming Prior consulting or customer?facing experience in data architecture or modernization initiatives Experience in Agile environments and managing cross?functional technical delivery Desired Skills Active TS/SCI Prior CISA Experience, with support to relevant CISA data equities Experience working on relevant Cyber Data for analysis (e.g., NetFlow, PCAP, DNS, Malware, Vulnerability, Threat Intel, etc.) Familiarity with Government Cyber Mission Space and legal constraints applicable to civilian Government Agencies (FISMA, FIPS, SecOps, etc.) Experience with DHS System Engineering Lifecycle (SELC) Experience with Delta Lake, Unity Catalog, and MLflow within Databricks Databricks Advanced Certification Equal Opportunity Employer ECS is an equal opportunity employer and does not discriminate or allow discrimination on the basis of any characteristic protected by law.
