Project Manager|Capital Projects Swope Health is a Federally Qualified Health Center (FQHC) committed to providing accessible, high-quality healthcare to underserved communities. The Project Manager plays a critical role in the Capital Projects department, supporting the planning, design, and execution of healthcare facility projects-from small space modifications to large-scale clinic expansions. This position ensures projects are delivered on time, within budget, and in compliance with regulatory standards, funding requirements, and HRSA capital project guidelines. The Project Manager collaborates with internal stakeholders, clinical teams, architects, engineers, contractors, and regulatory agencies to ensure patient-centered design and operational efficiency. Primary Functions Project Planning & Management Assist with feasibility studies to support initial project "go/no-go" decisions. Develop project scopes, schedules, budgets, and risk assessments. Lead all phases of capital and construction projects, from concept development through occupancy and closeout. Coordinate design and construction teams, ensuring alignment with FQHC operational needs, infection control standards, and accessibility requirements (ADA - Americans with Disabilities Act, UBC - Uniform Building Code, FGI - Facility Guidelines Institute Guidelines for Design and Construction). Prepare and maintain project documentation, including HRSA-related grant or capital funding requirements (e.g., Facility Condition Index (FCI), Environmental Information Document (EID), National Environmental Policy Act (NEPA)/Section 106 of the National Historic Preservation Act, Davis-Bacon compliance). Develop and coordinate move-in plans to ensure smooth transitions into new or renovated spaces. Stakeholder Coordination Serve as the primary liaison between internal departments, executive leadership, and external consultants and contractors. Facilitate design and construction meetings, providing regular updates on project milestones and budgets. Collaborate with clinical and operations staff to ensure design and workflow support patient-centered care models. Financial Management Assist with financial reporting and documentation for grant-funded projects, including HRSA or other public/private capital funding. Develop and manage capital project budgets, track expenditures, and ensure adherence to funding requirements. Implement cost control measures and provide financial forecasting to support decision-making and budget adherence. Ensure strict adherence to Federal Procurement Guidelines, applicable grant conditions, and Swope Health policy. Develop Requests for Proposals (RFPs), manage competitive bidding processes, and oversee vendor selection. Support procurement and contracting processes in accordance with federal and FQHC purchasing policies. Maintain procurement documentation and ensure audit readiness. Monitor scheduling and reporting obligations tied to grant milestones. Compliance & Safety Ensure all projects comply with relevant codes, regulations, and funding requirements (OSHA, Centers for Medicare & Medicaid Services (CMS), HRSA, Joint Commission standards, FGI, local building codes). Coordinate permitting, environmental reviews, and safety inspections. Maintain documentation required for audits or funding closeouts. Reporting & Communication Provide timely project status reports to leadership, board committees, and funding agencies. Maintain clear communication channels with all stakeholders to manage expectations and resolve issues proactively. Additional Responsibilities Support the capital budgeting process by gathering requirements and providing cost estimates. Maintain organized project documentation and historical records for compliance and audit readiness. Coordinate FF&E (furniture, fixtures, and equipment) planning, procurement, and installation. Assist with transition planning and activation for new or renovated spaces. Provide support to the Director of Capital Projects on ad hoc assignments and strategic initiatives, including long-term capital improvement planning. Education & Experience Bachelor's degree in Project Management, Construction Management, Architecture, Engineering, or Healthcare Administration required. Minimum of 5-7 years of progressively responsible experience in project management, with at least 2-3 years in healthcare or capital projects. Experience managing federally funded capital projects (HRSA, USDA, CDBG, etc.) strongly preferred. Certifications (Recommended or Preferred) PMP Project Management Professional CHC Certified Healthcare Constructor OSHA 30-Hour Construction Certification (recommended for safety oversight) Skills & Knowledge Strong understanding of construction project management processes and tools. Knowledge of healthcare facility design standards and compliance requirements. Ability to interpret architectural and engineering drawings. Familiarity with infection prevention and control in construction. Excellent communication, negotiation, and problem-solving skills. Proficiency with project management software (e.g., MS Project, Procore, Smartsheet, Asana, PDF-XChange Editor). Commitment to the mission and values of community health centers. Physical Demands - General Activities Work is primarily performed in an office setting with frequent visits to construction sites. Must be able to travel to project sites and meetings as required. Occasional evening or weekend work may be required to meet project deadlines. Physical activities include sitting, standing, walking, bending, reaching, and driving. Ability to lift and push up to 30-60 lbs occasionally.
