This key role leads, oversees, and participates in the inspection, maintenance, and repair of the City's stormwater infrastructure, including catch basins, channels, culverts, storm drains, and detention/retention facilities. The Crew Leader guides field staff in performing debris removal, pollutant capture, facility cleaning, and preventive maintenance; supports stormwater compliance activities; and ensures accurate data collection and entry into the City's Geographic Information System (GIS). Under direction, the incumbent coordinates daily assignments, performs complex fieldwork, and ensures tasks are completed safely, efficiently, and in alignment with environmental quality standards and regulatory requirements.The Ideal CandidateThe ideal candidate is a knowledgeable and experienced public works professional who excels in field operations, stormwater system maintenance, and environmental compliance. The City of Pomona maintains a competitive compensation structure, including a 5% scheduled salary increase on October 1, 2026.MINIMUM QUALIFICATIONS TO APPLYAny combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:Education:* Equivalent to completion of the twelfth (12th) grade.Experience:* Four (4) years of increasingly responsible experience in maintenance, repair, and installation of stormwater or similar facilities.Licenses and Certifications:Possession of a valid California Driver's License, to be maintained throughout employment.Possession of, or successful acquisition within six (6) months of employment, a valid Recycled Water Site Supervisor Certificate issued by LosAngeles County Sanitation District of Los Angeles, to be maintained throughout employment.Possession of, or successful acquisition within 12 months of employment, valid Confined Space, First Aid, CPR, and Hazwoper certificates, to be maintained throughout employment.Physical DemandsMust possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp and make repetitive hand movement in the performance of daily duties; possible entry into confined spaces and the use of confined entry equipment, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; and vision to inspect and operate equipment. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to operate and repair tools and equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 50 pounds or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff.Environmental ConditionsEmployees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes, dust, and air contaminants. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing divisional policies and procedures.Working ConditionsCity employees are expected to work overtime, weekends, evenings, and holidays as required to accommodate the City's needs, in addition to responding as a Disaster Services Emergency Worker (California Government Code Section 3100-3109).ESSENTIAL DUTIESManagement reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so qualified employees can perform the essential functions of the job.Leads, oversees, reviews, and participates in the work of staff performing maintenance, repair, and installation of City-owned stormwater facilities and assumes responsibility for the workflow of an assigned work unit by making work assignments, ensuring that work is consistent with quality standards, and timeline expectations are met.Performs the more complex work assignments for the classification series for which there are little or no directly related policies, procedures, or past practice which requires the exercise of independent judgment and discretion in establishing work plans, identifying resources, and completing assignments.Provides input for personnel decisions such as performance evaluations, promotions, hiring, and disciplinary actions.Inspects, maintains, cleans, and repairs city catch basins, open channels, storm drains, culverts, and drainage channels to remove pollutants including debris, organics, and trash, and maintain compliance with National Pollutant Discharge Elimination System (NPDES).Maintain stormwater lift station sites.Locates assets using the City's geographic information system (GIS) and ensure the accuracy of location data; make notations in GIS for areas and facilities prone to flooding or related issues.Inspects reclaimed water facilities and appurtenances to maintain compliance; updates the GIS system as appropriate.Assists other water resource work crews as assigned; operates light and heavy equipment and a variety of hand and power tools related to work assignment.Erects traffic control devices where appropriate and in accordance with the WATCH manual.Prepares and maintains accurate records, logs, and reports.Observes and complies with all City and mandated safety rules, regulations, and protocols.Performs other duties as assigned.The full job description can be reviewed by clicking here.SELECTION PROCESSOpen & Promotional Recruitment
