First SectionPool Title POOL - Strategic Industry Professional, NCMBC Pool Number S93-25 Announcement SummaryFayetteville Technical Community College is seeking qualified applicants for this part-time position. The position works with the North Carolina Military Business Center (NCMBC) and the Small Business Center (SBC) and participates on the NCMBC team, with the working title Strategic Industry Professional.This Strategic Industry Professional (SIP) will identify, categorize, establish relationships with and develop supply chain opportunities with facilities of the federal organic industrial base (OIB). The OIB includes arsenals, depots, armories and similar activities operated by the Department of Defense, Department of Homeland Security, other federal agencies and the armed services. The SIP will document capabilities, capacities, needs and requirements of the OIB facilities and commands, and will communicate points of contact and opportunities to the Business Development Team (specifically the Combat Systems industry team). Finally, the SIP will coordinate OIB participation in NCMBC summits, webinars and other virtual and in-person events and will execute other related tasks as assigned.DutiesEssential Duties-Duties may include, but are not limited to, the following:Frequent coordination with statewide Business Development Professionals and Program Support Specialists.Recruitment and Retention: Maintain awareness of and communication with key businesses in the industry and/or federal agency(ies) for which the Strategic Industry Professional has decades of experience; recruit successful North Carolina industry-related businesses into the federal market as potential primes and supply chain; support Business Development Professionals in counseling businesses in the industry that are considering entering the federal marketplace; counsel existing contractors to retain them in the federal market.Market Intelligence: Maintain liaison with government agencies that procure goods, services and/or infrastructure within the SIPs industry of expertise; obtain from federal agencies and provide to the Program Support Specialist both opportunity- and industry-specific future opportunity information for entry into the future opportunity database. Provide process-oriented and other marketing intelligence - including lists of IDIQs, MATOC/MACC contractors and ongoing projects with potential NC prime and subcontractor opportunities; provide backup communication of future prime and sub opportunities and conduct one-on-one counseling of businesses in support of Business Development Professionals managing future opportunities from their assigned agencies.Pre-positioning and Teaming: Utilize the market intelligence (above) to identify potential North Carolina prime and subcontractors; work with Business Development Professionals to notify potential bidders and assist in developing teaming relationships among North Carolina businesses electronically and telephonically; for existing prime contractors and potential bidders who request it, identify, screen, and provide subcontractor information that meet primes' requirements, and schedule teaming/networking events for prime contractors, as needed; coordinate with the NCMBC headquarters and appropriate Business Development Professionals to post, promote, coordinate, and execute teaming activities and events.Current Opportunities: For current opportunities identified by the Business Development Professionals or the Program Support Specialist, or for future opportunities that transition to current opportunities, identify and notify key potential bidders of the current contract opportunity; with the appropriate Business Development Professionals, provide solicitation review, teaming and proposal development assistance; provide proposal review and other assistance services, as needed and requested by bidders.Post-Award Support: Contact prime contract awardees, offer and provide to them teaming, contract administration and other post-award assistance, as needed. Document assistance provided in the client relationship management (CRM) database and notify the Director of Operations of this activity to update NCMBC historical documents.Training: Develop, coordinate and execute industry-related training programs. These programs may address pre- and/or post-award contracting issues; NCMBC tools; legal compliance issues for contractors; and other appropriate topics. Coordinate with Director of Operations to incorporate developed training into the NCMBC training catalog and provide information and support to the Director of Operations to post, advertise, promote, coordinate (venue, logistics, registration and administration) and execute training.Events: In coordination with the NCMBC HQ, particularly the Director of Operations, plan, execute, promote, recruit sponsorship and attendance, execute and evaluate industry-related networking events-including major statewide events (as appropriate) and other events as scheduled within industry of expertise. Support and participate in other NCMBC events, as appropriate and requested.Other: Provide other industry-related or general contracting-related services to North Carolina businesses, as directed by the Executive Director or Director of Operations. All of the above and other activities must be recorded in the CRM database.Perform related duties as assigned.Restrictions. Employee will not solicit NCMBC clients, use work performed for the NCMBC or exploit the relationship with the FTCC/NCMBC to garner additional business opportunities with clients inside or outside North Carolina, without the express consent of the Executive Director in advance. Employee also will not work with businesses or other entities outside of North Carolina to compete for government contracts to be executed within North Carolina, thereby creating competition for theMinimum QualificationsA Bachelor's degree or higher in STEM and/or equivalent work experience in industry-related and/or military requirements is required.A combination of education or experience equivalent to eight years in industry-specific government procurement, research and business is required.Excellent organizational, writing, communications, and social skills, and proficiency with word processing, spreadsheet, database and internet research techniques are required.Must have a working knowledge of and passionate interest in industry-related technologies, research, and government/military requirements for procurement and acquisition.Preferred Qualifications* A working knowledge of government acquisition and/or military requirements-generation processes is strongly preferred.Full or Part Time Part Time Special Instructions to applicantsScreening of applications will begin immediately.NOTE: All applicants under consideration for employment at Fayetteville Technical Community College will be required to complete a consent form that allows FTCC to conduct a criminal background check on your behalf so that you may be considered further for the position for which you have applied.Three (3) Professional References Are Required."
