Contract Officer
to join their team in
Portsmouth, VA
. This
full-time, onsite position
requires an individual with demonstrated expertise in federal contracting and procurement processes. The ideal candidate will have strong analytical, communication, and coordination skills, and must hold an
active secret security clearance
to be considered for this role.
Key Responsibilities:
Support and assist the Contracting Officer with full lifecycle (cradle-to-grave) procurement activities, including:
Development of acquisition plans, review of Statements of Work (SOW), proposal evaluations, contract documentation, and competitive solicitation debriefs
- Tracking and validating submissions related to Requests for Information (RFIs)
- Coordinating and posting Q&A responses from industry participants
- Assisting with contract tracking and execution for conferences, workshops, and other approved events
- Act as Contracting Specialist for purchases under $40K, obtaining quotes and preparing purchase orders in coordination with the Contracting Officer
- Perform contract administration duties, including drafting DBIDS instructions, preparing VISA letters, and issuing contract amendments as required
- Create and manage purchase orders in alignment with the Contract File Management Plan, ensuring all required documentation is properly maintained
- Prepare and coordinate requests for deviations from standard procurement procedures when necessary
- Maintain contractor databases to support invoicing, option period tracking, and related data calls
- Process invoices and assist with contract close-out activities in collaboration with the Contracting Officer
- Provide support in Foreign Military Sales (FMS) and Acquisition Cross-Servicing Agreements (ACSA) activities
- Assist with National Security Investment Program (NSIP) data entry and contract execution of authorized projects
- Participate in annual contract reviews to ensure currency, accuracy, and continuation of existing agreements
- Enter procurement-related data into the CIRIS database as required
- Perform other procurement-related duties as assigned by the Contracting Officer or COTR
Qualifications:
- Active Secret Clearance required
- Bachelor's degree with at least 24 semester hours in business-related coursework, DAWIA Contracting Certification, or equivalent qualification
- Experience in procurement and contracting, encompassing the full range of contracting activities
- Hands-on experience across pre-award, award, and post-award contract phases, interpreting and applying relevant statutes, regulations, and policies
- Strong understanding of Statement of Work (SOW) development and the ability to translate user requirements into measurable outcomes
- Demonstrated experience collaborating with technical, financial, and operational teams
- Proven experience in contract administration and management
- Ability to interpret complex procurement requirements and translate them into actionable strategies and execution plans
