About the Team
The Cyber Defense & Engineering Team is missioned to run and operate security infrastructures, platforms and technologies, as well as to support cross-functional teams to protect our users, products and infrastructures. In this team you'll have a unique opportunity to have first-hand exposure to the strategy of the company in key security initiatives, especially in deploying and maintaining scalable and secure-by-design systems and solutions. Our challenges are not your regular day-to-day technical problems; you'll be part of a team that's developing new solutions to new challenges of a kind not previously addressed by big tech. About the Role
As a direct report to the department leader, you will be responsible for overseeing the project and program management of the team. We are looking for a flexible, innovative, and results oriented Technical Program Manager (TPM) to drive projects forward. In this role, you will work with technical and non-technical cross-functional teams across various regions to interpret, communicate, and drive full lifecycle projects and programs. You will assist in tracking and building various initiatives, drive and remove blockers for product and infrastructure projects, identify and implement process improvements, and work with security and engineering teams to develop innovative solutions to complex technical problems. The successful candidate will have demonstrated problem solving skills, strong business judgment, and experience working with multiple teams delivering large programs and services. Has proven track record of delivering results by executing both strategically and tactically, technical background, a passion for security and privacy of our users.
On-site presence across teams allows the company to operate with greater speed, alignment, and agility — especially in areas like real-time decision-making, team development, and integrated execution. As such, the company is shifting from a hybrid work model to a fully in-person schedule. The specific requirements may vary from team to team.
Responsibilities:
- Manage key projects within the department
- Managing relationships with our Compliance Partners
- Building SLAs and metrics that matter between Partners, Global TikTok and USDS to provide detailed reporting to leadership
- Act as the primary Point of Contact between Global TikTok, USDS and our Partners
- Identifying and managing gaps in the work the Partner is providing
- Integrating processes between organizations adhering to scope and requirements established between both parties
- Foster effective communication and collaboration across engineering, security, and Partner teams.
- Create and manage project plans, timelines, and milestones related to the work delivered by our Partners.
- Monitor project progress, identify bottlenecks, and implement corrective actions to ensure on-time delivery.
- Drive continuous improvement initiatives to enhance the efficiency of the program
- Prepare and present regular reports to stakeholders, showcasing progress, and updates.
- Independently develop / hands-on (low-code/no-code) delivery of technical solutions to improve enterprise gaps
- Independently deliver enterprise initiatives to improve efficiency, business processes, etc.
- Strategic planning and prioritization with support from department leads
- Leading and mentoring members of the team
- Independently drive compliance audits and assessments
Qualifications
Minimum Qualifications:
- Bachelor's degree in Computer Science, Engineering, or related field (Master's preferred).
- Well versed in agile practices like scrum project management framework
- Excellent communication skills and the ability to influence outcomes without authority. Ability to communicate technical concepts to a broad range of technical and non-technical staff
- Strong attention to detail, ability to prioritize and balance tasks/risks in ambiguous and complex situations
- Demonstrated teamwork and collaboration skills with cross-functional and global teams
- Highly motivated to contribute, flexible when faced with changing requirements, patient with delays and empathetic towards others while demonstrating efficiency in setting organizational direction, time management, problem-solving skills, prioritization of tasks and goal setting for team members
- Strong analytical/problem solving skills and cross functional knowledge across multiple operational and security disciplines along with possessing a high degree of integrity, be trustworthy, and have the ability to lead and inspire change. Experience building and growing a team to meet strategic and tactical objectives; mentoring and coaching staff
Preferred Qualifications
- Information security and management certification i.e. CISSP

【For Pay Transparency】Compensation Description (Annually)
The base salary range for this position in the selected city is $ $269800 annually.
Compensation may vary outside of this range depending on a number of factors, including a candidate's qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
Benefits may vary depending on the nature of employment and the country work location. Employees have day one access to medical, dental, and vision insurance, a 401(k) savings plan with company match, paid parental leave, short-term and long-term disability coverage, life insurance, wellbeing benefits, among others. Employees also receive 10 paid holidays per year, 10 paid sick days per year and 17 days of Paid Personal Time (prorated upon hire with increasing accruals by tenure).
