Travel: 20–50% (OCONUS within Asia-Pacific region)
TangoAlpha3 is seeking an experienced Exercise Planner SME to support the ESIM contract in Honolulu,
Hawaii. This is an on-site backfill position requiring immediate placement. Preference will be given to
candidates already located on-island.
The Exercise Planner SME will provide exercise communications planning and network engineering
expertise to modernize and sustain IT systems in support of the U.S. Army Pacific. The role involves multi-
domain and multinational planning, systems integration, and mission planning across the Asia-
Pacific region.
Key Responsibilities
- Advise and manage network and information systems for force projection in support of exercises
and real-world missions.
- Prepare and brief senior leaders on network architectures, integration challenges, and resource
gaps impacting mission command capabilities.
Align planned communications networks with OPLANs for each exercise.
Develop WAN and LAN architectures using MTOE equipment and GOTS/COTS solutions.
Document and maintain network configurations, changes, and risk analyses.
Collaborate with coalition partners and stakeholders to develop communications plans for
exercises.
- Lead Theater Information Working Groups (TIWGs) on topics such as network architecture,
COMSEC, spectrum requests, and tactical terminals.
Draft signal annexes, base orders, and CONOPs to define mission requirements.
Conduct exercise site surveys and planning conferences; integrate mission networks across
geographically separated areas.
- Support exercise execution, including establishing and operating tactical networks (10–12-hour
shifts, rotating schedules possible).
- Provide technical input to cybersecurity defense efforts and network risk management.
Required Qualifications
- Bachelor's degree in Business Administration, Information Systems, Computer Science,
Engineering, or a related field.
Active DoD Secret Clearance (must be held prior to start).
Active certifications:
o CompTIA Security+ CE
o CISSP or CISM
Minimum 10 years of IT technical experience, including 5 years in IT management.
Hands-on experience with:
o Army tactical communications systems
o Mission Partner Environment (MPE) enclave
o OPLANS and Joint-level network planning
Minimum of 3 years of experience tracking and reporting project status.
Advanced proficiency in developing project and program tasking to meet mission objectives.
Skilled in MS Word, Excel, and PowerPoint.
Strong analytical, communication, and organizational skills.
Proven ability to work effectively with diverse military and civilian teams.
Willingness to travel OCONUS within the Asia-Pacific region.
Desired Qualifications
Active Top Secret clearance (preferred).
Master's degree.
Certifications such as CCNA, PMP, or PSM.
4–6 years of network engineering experience.
Familiarity with routing protocols (OSPF, EIGRP, BGP) and network management tools.
Knowledge of TCP/IP, SNMP, SMTP, HTTP/HTTPS, and related protocols.

The ESIM program provides network engineering and exercise planning support for U.S. Army Pacific,
ensuring secure and reliable communications across a multinational, multi-domain environment. This
position offers the opportunity to directly contribute to mission readiness across the Indo-Pacific theater.
