Position Summary:

The Human Resources Specialist ensures the fair and consistent application of laws, regulations, county policies, and union contracts within the Sheriff's Office. This position is responsible for monitoring compliance with state and federal requirements for law enforcement staff, maintaining accurate records for audits, recording, and managing training and certification records, and coordinating employee onboarding and training needs.

As a subject matter expert in human resources, this role provides support for recruitment and selection processes, manages HRIS systems and employment transactions, maintains personnel files, oversees general employee relations, performance management, disciplinary actions, and policy administration.

This position operates under a dual reporting structure, working under the direction of both the Chief Deputy and the Human Resources Director. The ideal candidate is detail-oriented, professional, and capable of handling confidential information with integrity.

Key Responsibilities:

  • Provide guidance to Sheriff's Office divisions on interpreting and administering personnel policies, procedures, and labor agreements while ensuring compliance with federal and state laws.
  • Assist in the development and implementation of county and department policies in alignment with legal requirements and best practices.
  • Record training records for Sheriff's Office personnel, ensuring compliance with reporting requirements for agencies and organizations in accordance with county HR policies.
  • Conduct training audits as needed and validate minimum training requirements for Sheriff's Office staff.
  • Manage the recruitment and selection processes for Sheriff's Office positions, including preparing recruitment materials, sourcing candidates, developing interview questions, scheduling, and participating in interviews, and assisting in final candidate evaluations and dispositions.
  • Utilize and manage a web based HRIS applicant tracking system to streamline recruitment efforts, providing guidance to candidates and department managers while maintaining accurate candidate status updates.
  • Serve as a trusted advisor and primary point of contact for HR-related matters, collaborating proactively with division commanders to ensure compliance and high-quality service.
  • Attend all Sheriff's Office and Human Resources Department staff meetings and training sessions as directed by the Chief Deputy and Human Resources Director.
  • Assist division commanders in scheduling annual in-service training and assigning relevant topics.
  • Support and contribute to special projects in collaboration with department heads, managers, employees, and external stakeholders.
  • Develop innovative solutions to work-related challenges and facilitate process improvement initiatives.
  • Establish professional development goals that align with the objectives of the Sheriff's Office, Human Resources Department, and County.

Required Knowledge, Skills, and Abilities:

  • Basic knowledge of human resources management principles, practices, and systems.
  • Understanding of state and federal labor and employment laws and regulations.
  • Ability to interpret and apply personnel policies, labor contracts, and legal requirements effectively.

Qualifications:

  • High school graduation or equivalent, preferably supplemented by formal course work in business administration, human resources, or related field. Prior experience in a fast-paced environment that required a high-level attention to detail and a proven ability to multitask desired. Prior experience in law enforcement or government setting desired. HR certification is a plus.

  • NECESSARY SPECIAL QUALIFICATIONS: Because the job duties can involve access to secure areas and confidential and/or criminal and prosecutorial information, the selected candidate(s) must possess a good reputation and background which will withstand pre-appointment investigation, that will include fingerprint check. Candidates must be free of any felony convictions to be considered for this position.

Compensation:

Starting hourly rate $27.61 with
