Director Federal Programs and Strategic Funding

Summary of Position:

The Director Strategy Partnerships will support NavEnergy's interface with the U.S. Department of Energy (DOE) and other federal agencies, focusing on loan guarantees, funding opportunities, and strategic government partnerships. This role requires a unique blend of
government relations expertise, technical/contracting knowledge awareness of funding opportunity initiatives, deal-closing ability
as well as an understanding of the energy industry to advance Navenergy's generation and advanced carbon technology initiatives.

The individual will manage the DOE Loan Programs Office (LPO) process, oversee federal grant and loan applications, facilitate funding requests, and develop messaging for agency and congressional stakeholders. They will coordinate with, and support, NTEC's VP Government Affairs to ensure Navenergy's projects are well-positioned within federal policy and funding priorities.

Essential Duties/Responsibilities:

  • Serve as NavEnergy's designated
    interface with DOE,
    particularly the Loan Programs Office (LPO), ARPA-E, and other federal funding agencies.
  • Lead
    the loan application and grant funding process,
    including drafting, submitting, and managing requests in coordination with internal technical teams and external advisors.
  • Represent NavEnergy in meetings and discussions with government agencies.
  • Prepare and deliver high-quality messaging, presentations, and reports tailored to government and regulatory audiences.
  • Partner with finance, legal, and project teams to structure deals that align with DOE loan requirements and successfully close transactions.
  • Engage in all strategic funding opportunities – identifying potential sources, evaluating fit, and actively participating in bringing the deal to close.
  • Track and analyze DOE program developments, funding announcements, and policy shifts that may impact Navenergy's opportunities.
  • Provide strategic guidance to senior leadership on federal engagement strategies and risk assessments.
  • Support executive leadership in high-level meetings and negotiations with government agencies.

Necessary Qualifications:

  • Bachelor's degree in political science, Business, Engineering, or related field; advanced degree (MBA, JD, MPP, or Engineering) preferred.
  • 10+ years of experience in
    federal affairs, DOE programs, or government contracting,
    ideally within the energy sector.
  • Demonstrated success in
    navigating DOE loan and grant processes
    , including the LPO.
  • Strong understanding of how the DOE and federal funding mechanisms work in practice, including policy and contracting frameworks.
  • Proven track record of managing relationships in Washington, D.C., including DOE, congressional offices, and industry associations.
  • Experience structuring and
    closing complex government-backed financial transactions.
  • Exceptional written and verbal communication skills, with the ability to craft persuasive funding requests and technical messaging.
  • Ability to collaborate across technical, financial, and legal teams to advance strategic projects.

Physical Demands:
While performing the duties of this job, the employee is regularly required to talk or hear. The employee is required to continuously sit with frequent forward bending and rotation. Rarely the employee is required to squat repetitively or reach up to 74". Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Working Environment:
Works in office environment and site environment. This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Working outdoors in all weather conditions; working in plant environment; working in shop environment; and working in the cab of equipment or vehicle.
