Children First (C1) is an income-based program for first-time mothers in Oklahoma that provides home visits with registered nurses beginning before 29 weeks gestation of and continuing up to the child's second birthday.

The Tulsa Health Department (THD) works to protect, promote, and improve the health of those who live, work and play in Tulsa County. This position will primarily be responsible for providing leadership, direction, coordination, training, and consultation to the C1 Program of the Tulsa Health Department. Responsibilities including program planning, personnel development, and evaluation nursing services provided to the first-time pregnant clients through home-based visits.

The Lactation Program provides an IBCLC and CLS-certified staff to offer breastfeeding support, education and services to eligible pregnant and post-partum clients. Services include monthly community classes, in- home and office visits, and phone or text consultations. The following functions represent the majority of the duties performed by the position but are not meant to be all-inclusive or prevent other duties from being assigned when necessary.

ESSENTIAL JOB FUNCTIONS (90% of Time):

  • Provide oversight and management of the Children First, MIECHV and Lactation Consultant programs including grant deliverables and program budgets.
  • Participate in monthly OPHS and management team meetings.
  • Provide professional consultation and supervision to staff through regularly scheduled individual and group meetings.
  • Promote the goals and objectives of the NFP Model by marketing the C-1 and Lactation Program to community partners and stakeholders.
  • Build and maintain partnerships with community organizations to increase program awareness, expand referral opportunities, and develop new collaborations.
  • Coordinate management of referrals into the C-1 Program through the UniteUs platform and THD's website.
  • Collaborate with community partners and foundations to seek additional funding opportunities that promote program goals and outcomes.
  • Translate C-1 program goals into individual staff objectives. Set performance expectations; provide evaluations and recommend personnel actions.
  • Coordinate program activities with referring agencies, community coalitions, and schools of nursing; identify community health needs; and develop educational opportunities for students, professionals and the public.
  • Prepare monthly performance and activity reports for THD, OSDH, and Connect First for C-1 and Lactation Programs.
  • Review applications, interview candidates, and make employment recommendations; oversee staff orientation, training, and performance management.
  • Develop and maintain current policies and procedures to ensure compliance with agency and program standards.
  • Collaborate with leadership to prepare annual budget, strategic plans, and reports, including mid-year and end-of-year submissions through the BEST Reporting Portal.
  • Ensure budget allocations for recurring costs, such as IBCLC recertification, and necessary equipment repairs or replacements.
  • Support implementation of the Connect First Program as part of the BEST Strategy by participating in leadership meetings and Community Advisory Board sessions.
  • Complete required training to support all assigned duties.
  • Perform other related duties as assigned, including those supporting public health emergency operations.

SECONDARY JOB FUNCTIONS - NON-ESSENTIAL (10% of Time):

  • Participate in staff meetings, quality assurance activities and orientation of new employees.
  • Engage in continuing education and share relevant updates with staff.

Education:

  • Bachelor's degree in nursing required.
  • Master of Public Health or related field preferred.

Experience:

  • Minimum of five years of experience as a nurse home visitor (caseload of 21+ clients)
  • Minimum 3 years as a C-1 nurse in a supervisory capacity or three years of experience in public health or community health required.
  • Experience working within the NFP model in a supervisory role required.

Skills:

  • Strong leadership and communication skills.
  • Ability to deliver training and procedural instruction to C-1 nurses, lactation staff, and support personnel.
  • Proficiency in supervision, performance evaluation, and team development.
  • Ability to communicate with patients, community agencies and citizen groups.
  • Advanced nursing assessment skills for gathering bio-psychosocial information.

Licenses:
Current Oklahoma Registered Nurse (RN) license or license recognized by the Enhanced Nurse Licensure Compact (eNLC). Valid driver's license required.
INTERNAL AND EXTERNAL WORKING RELATIONSHIPS:

  • Internal: Frequent contact with nursing and lactation staff to provide guidance, supervision, and coordination; occasional contact with Human Resources for policy clarification.
  • External: Regular interaction with community agencies to promote program goals and THD vision, mission and strategic plan.

Physical Effort

  • Ability to lift up to 20 pounds and move equipment as needed during home visits.
  • Ability to climb one to four flights of stairs while carrying equipment.

Supervisory Responsibility/Accountability
Direct Supervision
– Supervisors, clerical staff, and Lactation Program personnel.

Indirect Supervision –
Additional nursing staff.

Budget/Money/Material
– Responsible for creating and maintaining program budgets for state, MIECHV, and Lactation; responsible for assigned equipment. Oversees grant budgets for mom's connection group, biannual graduation events, and lactation classes.

Reports to
– Deputy and Associated Director, Preventive Health Services.
