Overview
The Instrument & Electrical Superintendent will manage and supervise the resources (personnel, funds, equipment) and maintenance and repair activities for the instrumentation and electrical ( l &E) sections within the wastewater treatment division of CCW. They are responsible for operat i on, maintenance, repair, asset management, capital improvement, and condition monitoring of a l l instrumentation and electrical equipment and systems related to wastewater treatment plants and lift stations. Daily activities I nclude operational oversight, safety, program development, project management, asset management, Inspection, budget analysis, risk & workflow analysis, and p l an review to ensure in-house and contracted work is performed in compliance with the National Electrical Code (NEC). This position reports directly to the Wastewater Maintenance Manager and may be required to assume the role of the Wastewater Maintenance Manager in their absence.
Responsibilities
Preparation and Implementation of annual work plan; Develop and implement process improvements
Conduct performance aud i ts of energy consumption and process optimization for wastewater plants and lift stations
Manage inventory levels
Approve work requests, establish prio r ities, and review work records
Ensure staff work in accordance with safety procedures and regulatory gu i delines; Oversee safety plans for job sites
Provide maintenance and construction support for instrumentation and electrical systems associated with wastewater treatment plants and lift stations. This includes high and low voltage power distribution systems, process control systems, automated systems, programable log i c systems (PLC}, and SCADA systems
Manage assets with oversight of capital projects and condition assessment programs
Provide technical assistance on water and wastewater e l ect r ical systems construction, operations, and code requirements; Work with partners to meet project deliverables and ensure design documents are accurate
Maintain inventory by inspecting and tracking equipment and infrastructure; Create maintenance schedules using internal software
Conduct strategic planning, training, and root cause ana l ysis with staff
Development of operating budget for assigned sections
Development of long-term cap i tal i nvestment programs based on risk analysis, condition monitoring, and asset management
Assist with evaluation and procurement of fleet equipment, budget, and management of contracts
Mon i tor inventory to maintain quality control and comp l ia n ce with procurement policies; Review and approve P-card purchases for assigned staff; Review invoices for accuracy before payment
· Oversee hiring process by providing accurate job descriptions, interview questions, and sc h edu lin g and conducting interviews
· Review and approve payroll, work schedules, overtime, and leave requests for staff
· Respo n sib l e for ensuring progressive discipline guidelines are followed for assigned staff
Assume the responsibilities of direct supervisor in their absence
May be asked to perform other duties as assigned
Position Type and Typical Hours of Work
· Exempt – Full-Time
· Non rotating 40-hour work week, available to work additional hours as needed

Minimum Qualifications
· Bachelor's Degree (BA/ BS)
· Five (5) years of experience
- A combination of education and pertinent experience may be considered
Licenses and Certifications
Required
· A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
· State of Texas Master Electrician License
Required within one (1) year of hire
· TCEQ Water or Wastewater Operator License

Basis of Rating
A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview.
