This advanced and highly technical role is critical in establishing data-driven decision-making processes within the City of Miami.

The Senior Data Scientist is responsible for leading the design, implementation, and management of the City's data strategy, playing a key role in shaping how data is used to improve city services and operations. The role involves assessing the city's current data landscape, co-designing data architecture, developing data pipelines, and delivering advanced analytics and visualizations for stakeholders. In addition, this position drives the adoption of data governance standards and ensures that the City's data assets are effectively used to generate actionable insights. Work is performed with significant discretion and judgment under minimal supervision and requires both technical expertise and strong analytical capabilities. This position may supervise other professional and technical staff members, as well as third party consultants. Reports to a higher-level administrator.

Essential Functions
  • Serves as a subject matter expert for data assets and information management across departments.
  • Designs and manages data pipelines, ensuring data is cleaned, transformed, and prepared for analysis.
  • Leads the development of advanced analytics, machine learning models, and visualizations that inform key decision-makers on city operations and policies.
  • Builds and maintains large scale analytics infrastructure.
  • Creates and revises dashboards to provide real-time insights, incorporating feedback from stakeholders to ensure relevance and usability.
  • Collaborates with cross-functional teams to improve data flows, ensuring the City's data infrastructure is robust, scalable, and meets operational needs.
  • Establishes and maintains data governance practices, ensuring data quality, integrity, and security across all departments.
  • Documents data models, flow charts, and reporting schemas to provide a clear blueprint of data operations.
  • Leads process improvements through data-driven innovations and contributes to broader city-wide technology strategies.
  • Develops performance metrics and key indicators to measure the effectiveness and quality of data-driven projects and initiatives.
  • Stays current with industry trends, emerging technologies, and best practices in data science, analytics, and machine learning.
  • Engages with regional and national partners in data science and civic technology to foster collaboration and knowledge sharing.
  • May supervise subordinate staff or consultants as it relates to data, tables, and other related information as needed to accomplish projects and ensure quality control.
  • Performs other related duties, as required.
Minimum Requirements
  • REQUIREMENTS:

Bachelor's degree in Computer Science, Mathematics, Statistics, Data Science, Data Analytics, or a closely related field and thorough (5 years or more) in Data Science. Master's degree preferred.

OR

An equivalent combination of education and experience beyond a high school diploma or its equivalent and some (6 months or more) of the required experience.

NOTE:

Other applications or programming languages may be required based upon developments in the IT arena and the City of Miami's or department's needs.

SPECIAL NOTE:

Must be willing to be on-call 24 hours a day, including weekends and holidays, when necessary.

Applicants selected to fill the position may be subject to undergo and successfully pass a City of Miami Police Department background check depending on the location of the assignment.

  • Proof education in the form of Bachelor's in Computer Science, Management Information Systems, Mathematics, Statistics, Data Analytics or a closely related field or higher from an accredited college or university. Foreign diplomas/degrees must be submitted with a credential evaluation report from an approved credential evaluation agency*. Translations of diploma/degrees are not accepted. If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts.
  • To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma, or equivalent, OR any higher accredited degree such as an Associate's, Bachelor's, Master's degree or higher.

  • Approved Credential Evaluation Agencies:

Credential evaluation reports showing the United States equivalency for academic credentials earned in other countries may be provided by:

  • An accredited four-year college or university in the United States, OR
  • A current member of the National Association of Credential Evaluation Services (NACES), OR
  • A current member of the Association of International Credential Evaluators (AICE), OR
  • A recognized Professional Organization
