Essential Job Functions:

Performs highly responsible professional engineering work assisting the City Engineer in leading the Engineering Services Division's operation and administration. Performs, coordinates, and supervises the formal site plan review and processing of submitted engineering plans and the routine functioning of the Engineering Services Division. Performs engineering work on projects, such as storm water management, streets and sidewalks, sanitary sewer collection systems, and water distribution systems under the supervision of the City Engineer. Assigns and supervises work activities of office and field engineering staff under the direction of the City Engineer. Reviews work produced for completeness and accuracy. Prepares bid specifications and estimates for contract construction. Assists the Floodplain Manager in administering the floodplain ordinance of the City and coordinates with the Building Division regarding building activities and permitting inside the floodplains.

Performs the duties of the Community Rating System (CRS) coordinator. Prepares change orders to contracts for approval of the City Engineer. Assists contractors with interpreting City regulations and specifications. Prepares and supervises preparation of applications for permits from Florida Department of Environmental Protection (FDEP), Southwest Florida Water Management District (SWFWMD), and other regulatory agencies. Responds to public concerns pertaining to public right-of-ways and makes recommendations for corrective action. Performs other related engineering work including: interpretation of site plans, codes, regulations, and standards; conducts field work and inspections. Performs administrative and reporting functions as necessary.

Knowledge, Skills & Abilities:
  • Thorough knowledge of the principles and practices of Civil Engineering.
  • Capability to plan, direct, assign, coordinate, supervise, and evaluate work performance by engineering staff.
  • Ability to relate well with contractors, the general public, and fellow employees; and give clear, concise directions, orders, and reports both verbally and in writing.
  • Capability and experience in design of urban storm water management systems and preparation of SWFWMD permit applications.
  • Proficiency in the operation of one or more storm water management computer programs is preferred.

Minimum Education & Experience:

  • Graduation from a four (4) year college or university with a Bachelor's degree in Civil Engineering.
  • Possession of a Florida Professional Engineer (PE) License.
  • Five (5) years of pertinent work experience in the civil engineering field.
  • An equivalent combination of education and experience that is determined to be directly related to the foregoing specific requirements may be submitted.

Special Requirements:

  • Possession of a valid Florida driver's license with a good driving record as determined by the City of Winter Haven.
