Job Summary
The Manager of Capital Accounting manages the Capital Accounting functions and is responsible for ensuring the Capital financial records are compliant with all federal (2CFR 200) and state regulations and Generally Accepted Government Audited Standards (GAGAS). This includes monitoring Capital expenditures, processing reimbursements, external reporting, reconciling general ledger accounts and management of Fixed Assets. The manager will also serve as the liaison for internal and external audits of the Authority as well as with other State and Federal agencies.

Duties & Responsibilities

  • Responsible for overseeing the preparation of requests for payment on letter of credit for general funds and invoices for reimbursement of expenditures on capital projects to federal/state agencies, such as the Federal Transit Administration (FTA), the Federal Railway Administration (FRA), and MassDOT. Ensure proper financial management requirements are adhered to in the recording and receipt of all federal grant funding. Preparing monthly analysis of cash owed between capital and operating funds.
  • Manage and prepare various accounting analyses related to ensuring the integrity of the Capital Management System and FMIS including reconciliation of financial data and journal entry preparation and review.
  • Manage and improve the Fixed Asset accounting process for the authorities Capital assets, totaling approximately $16B, ensuring compliance with federal requirements including the recording of journal entries to recognize property additions, retirements, and depreciation. Oversee the biennial physical inventory of Federal Capital assets according to the federal requirement of 2CFR 200 and reconciling to the fixed asset records in the Financial Management Information System (FMIS).
  • Coordinate the preparation of annual cost allocation/indirect cost plan which includes fringe benefit and indirect overhead rates charged to Capital programs. Review the annual true-up of estimated rates with actual rates based on audited financial statements. Ensures compliance with federal requirements.
  • Act as the liaison for internal and external audits of the Authority; ensures coordination between Authority departments and auditors, oversees preparation of annual workpapers, prepares and coordinates all audit responses. Audits include but not limited to Single audit, Financial Management Oversight (FMO), Triennial Review and state audits.
  • Comply with Federal reporting requirements with the preparation of the quarterly Federal Financial (FFR) and the annual Schedule of Expenditures of Federal Awards (SEFA). Oversee the quarterly accrual process a requirement for ensuring the complete and accurate reporting in accordance with 2CFR200.
  • Participate in the successful transition from Capital Management System (CMS) to the Project Accounting module in Financial Management System (FMIS). This includes reconciliations, user acceptance testing and training.
  • Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.
  • Perform all other duties and projects that may be assigned.

Supervision

  • Supervise a staff of three (1 Capital Accounting Analyst, 2 Senior Accountants). Subject to change.

Minimum Requirements & Qualifications

  • Bachelor's degree from an accredited institution in Accounting, Business Administration, Finance, or related field.
  • Five (5) years of experience in capital accounting and/or federal grant management.
  • One (1) year of supervisory, managerial, and/or leadership experience.
  • Ability to work effectively with a diverse workforce
  • Effective organization, analytical, multi-tasking, quantitative and time management skills.
  • Proficient in Word, Excel, Access Database, Peoplesoft or Mainframe applications.
  • Must be able to effectively communicate with customers, employees, vendors and external parties

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
  • An Associate degree from an accredited institution with an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
  • A Master's degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification or statewide/professional certification in a related field substitutes for one year of experience.

Preferred Experience And Skills

  • Master's degree from an accredited institution in Business Administration (MBA) or Accounting or CPA is preferred.
  • Government, Transportation, or Public Sector experience is a plus
  • Data visual software (e.g. Tableau) is a plus
