Job Description

Position Title: Seasonal Winter Maintenance

Department: Public Works Department (Highway Division)

FLSA Status: Full-Time/Seasonal (November through April)

Hours of Work: 40 hours per week from 6:00 a.m. to 5:00 p.m., pending

assigned work hours by the Public Works Director. The work schedule

will be primarily Monday through Friday unless there are weather or

other directed events which cause the position to work additional

hours. This position will receive overtime for hours over 40 between

the months of November through April.

Reports to: This position will work in support of the Public Works Department

Highway Division. There may be occasions when the position will

assist other Public Works Divisions, if needed. The weekly work

schedule for this position will be at the direction and discretion of the

Public Works Director.

SUPERVISION/GENERAL PURPOSE: This is a Seasonal full-time position that will report to the

Public Works Director (or their Designee) when performing tasks for the Highway Department or

another Public Works Division.

Under general supervision, the employee will perform a variety of semi-skilled maintenance tasks,

operate CDL license-dependent vehicles, and perform snow removal by operating Town snowplow

or snow removal equipment and/or tools as used during winter maintenance, as assigned. This

position has no supervisory responsibility.

ESSENTIAL FUNCTIONS: PWD Highway Department

  • Operates CDL license-dependent trucks/vehicles with snowplow/sanding equipment.

  • Operates loaders, sidewalk tractors, snow blowers, tractors, hand tools, chainsaws, chippers.

  • Provides winter maintenance on municipal building walkways and parking lots (shovel, spread

salt or sand, operate walk-behind snow blower).

  • Provides winter maintenance on Town sidewalks and bus stops.

  • Works on equipment as required - cleaning/light maintenance, daily safety inspections.

  • Performs other work as required or as assigned.

If the individual should be assigned to work scheduled shifts at the Town's Transfer and Recycling

Center, the following will outline the essential functions:

  • Operates compactor, bailer.

  • Organizes and maintains collection bins.

  • Check vehicles for stickers.

  • Directs public in proper procedures for disposal of waste.

ESSENTIAL FUNCTIONS: Transfer and Recycling Center (Continued)

  • Answers the telephone and responds to inquiries from the public.

  • Monitors swap shop and book barn.

  • Cleans the Transfer Facility buildings and grounds as directed.

  • Performs other work tasks as required or as assigned.

PERIPHERAL DUTIES:

  • This position may be called upon to assist other Public Works Department areas as

needed.

REQUIREMENTS, QUALIFICATIONS, EDUCATION AND EXPERIENCE:

  • Must hold a high school diploma or GED.

  • Ability to understand and follow verbal and/or written instructions.

  • Must hold a State of Maine Commercial Driver's License (CDL) in good standing.

  • Knowledge of the common tools and materials used in Public Works winter operations.

  • Knowledge of the basic operation of gasoline and diesel motors.

  • Ability to operate trucks, machinery and motorized equipment.

  • Ability to work effectively and independently, either individually, or as part of a team, without

continuous supervision.

  • Ability to deal with the public in a courteous and tactful manner. Excellent customer service

skills are required.

  • Ability to perform medium level manual work.

  • Must be reliable and consistent with daily attendance and punctuality.

  • Strong work ethic and positive attitude.

SPECIAL REQUIREMENTS

  • Must be able to work the daily work schedule, as well as all storm events [I.E. weekdays,

weeknights, weekends and/or holidays – 24 / 7] from the start of employment through the

second week of April.

  • May be asked to participate in an on-call rotation.

  • CDL holders must pass a background check, pre-employment physical and drug test.

o Non-CDL holders must successfully pass a background check and pre-employment

physical.

  • Must be able to work extended hours, when needed.

SKILLS AND ABILITIES:

  • Ability to be flexible, as this position will shift in work direction or assignment at any time. This

position will support the Public Works Department and its respective Divisions. The individual

who fills the position may work between Public Works Department Divisions at any time, based

on need.

TOOLS AND EQUIPMENT USED

Motorized vehicles and equipment, including but not limited to dump truck, pickup truck, sidewalk

tractors, snow blowers, common hand and power tools, shovels, wrenches, mobile radio, phone,

and any other equipment used by the Public Works Department.

PHYSICAL DEMANDS: The physical demands as follows are representative of those that must be

met by an employee to successfully perform the essential functions of the position. Reasonable

While performing the essential functions of this position, the employee will have ongoing

movement. The position may be seated for long periods of time if operating a Town vehicle (dump

truck, pickup or tractor) for snow removal. This position will interact with Town Employees

(speaking and listening) on a daily basis and may interact with members of the public on a

frequent basis.

The employee is regularly required to use hands to finger, handle, feel or operate objects, tools or

controls and reach with hands and arms. The employee frequently is required to stand, sit, and

talk or hear. The employee is often required to walk, climb or balance; stoop, kneel, crouch or

crawl; and smell.

This position may use a stand-behind snowblower or snow shovel for long periods of time during

storm events. The employee may fluctuate between the tasks of the Public Works Highway

Department and the Town's Transfer & Recycling Center as needed. There will be recurrent use

of hands and fingers dexterity and/or reaching with hands/arms. Work at the Transfer and

Recycling Center may also include operation of other machinery or office-related items, such as

iPads, computers, calculator or telephone.

While performing the duties of this job, the employee will frequently lift, push, pull or move

between 25 to 50 pounds.

Specific vision abilities required by this job include close vision, distance vision, color vision,

peripheral vision, depth perception, and the ability to adjust focus when needed.

WORK ENVIRONMENT: The work environment as follows is representative of that which an

employee will encounter when performing the essential functions of the position. Reasonable

functions.

While performing the duties of this job, the employee regularly works in outside-weather

conditions. The employee frequently works near moving mechanical parts and is frequently

exposed to wet and/or humid conditions, very cold, snowy, icy conditions and vibration.

The employee occasionally works in high, precarious places and is occasionally exposed to fumes

or airborne particles, toxic or caustic chemicals, and risk of electrical shock.

Extended work hours may be required.

The employee may be asked to assist other Town departments.

The noise level in the work environment is usually moderate to very loud.
