Mental Health Analyst III

Overview

The Research & Statistics Analyst performs advanced technical and analytical work to support the department through research, statistical analysis, and data processing. The role involves designing and conducting complex studies, selecting appropriate research methodologies, collecting, cleaning, and analyzing data, and interpreting results to inform decision-making and program development. Analysts develop data collection systems, ensure data quality, adapt statistical models, and may monitor or enhance statistical systems and computer-based information files.  This includes evaluation of data needs to develop data collection and analysis procedures to ensure available data is effective for decision-making making efforts. 

Work products - including reports, evaluations, and presentations - have significant impact on departmental service programs and policies. The analyst prepares detailed administrative reports, creates dashboards using PowerBI, and presents results to internal and external stakeholders. The position also provides technical assistance, collaborates with data processing staff on system and format design, and supports program evaluation and implementation activities, including analyzing variation in program performance measures of access to care, staffing patterns, treatment modalities, treatment outcomes, and program improvement.  Duties are performed under the guidance of the Research & Statistics Section Chief.

Areas of expertise should include fluency in Microsoft products (Excel, PowerBI, Word, PowerPoint), statistical software (SPSS, Python), and database design.  Additional understanding of IT environments (SAP Business Objects, Access) and AI tools are preferred.  Applicants will be expected to work professionally and cooperatively with a wide range of stakeholders, including DMH clinical, quality, policy, financial, and leadership staff, AHS personnel, state legislators, federal organizations (SAMHSA, CMS), contractors, and the public.

Environmental Factors

Duties are performed primarily in a standard office setting. Meetings with data users and providers may require some travel, for which private means of transportation must be available. Some work outside of normal office hours may be required.

Minimum Qualifications

Ph.D. in Statistics, Program Evaluation, Mental Health or other Social Sciences discipline, including 6 credits in statistics at the graduate level.

OR 

Master's degree in Statistics, Program Evaluation, Mental Health or other Social Sciences discipline, including 6 credits in statistics at the graduate level AND two (2) years or more of professional level work in mental health or other social science related research, statistics or program evaluation where the activities include gathering, analyzing and interpreting statistical data.

OR

Bachelor's degree in Statistics, a Mental Health or other Social Sciences discipline, including 12 college credits in statistics, research or computer sciences, and 6 of these credits must be in statistics AND six (6) years or more of professional level work in mental health or other social science related research, statistics or program evaluation where the activities include gathering, analyzing and interpreting statistical data.

Special Requirements

Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.
